Position Overview:

As a senior member of the Contracting & Asset Management team, your key responsibility is for negotiation of IT goods and service contracts to support operational and program requirements for the corporation. Further, to provide expertise and leadership in the acquisition of software, hardware, IT contracted resources, software as a service, and cloud infrastructure and services. Utilizing in depth knowledge of negotiations, procurement processes and contract formation you will be tasked with delivering best value procurements to the WCB and its stakeholders.

Responsibilities:

  • Negotiate high impact, complex IT contract details and specifications with vendors and service providers to ensure WCB’s risk is mitigated and end-user requirements are met.
  • Work closely with Contracting Specialists on the development of competitive bidding documents that capture best in class IT contract requirements, clauses and terms and conditions.
  • Assess requirements and advise internal customers and management on various IT competitive contracting practices that will best support business needs.
  • Support the competitive bidding process; facilitate communication and cooperation between all participants.
  • Reporting to the Team Lead, provide leadership and direction to Business Technology Operations Contracting & Asset Management staff regarding contract management and lead transformational activities to build procurement capabilities and improve procurement efficiency.
  • Identify trends, training requirements, and monitor adherence to processes and procedures and take appropriate action to address any deficiencies to the Team Lead.
  • Through an ongoing analysis of current practices and lessons learned, recommend and implement process improvements to reduce costs and increase productivity.
  • Maintain and manage the WCB’s Cloud Computing Contract Guidelines.
  • Participate with the Contracting and Procurement Services team to develop corporate procurement policies and procedures. Educate staff and management in policies and procedures so as to set and raise standards, ensure ethical practices are followed, and the WCB is viewed positively by external stakeholders.

Qualifications:

  • Post-secondary degree or diploma in business, information management or related field combined with extensive knowledge of Information Technology (IT) contracts, terms and conditions.
  • Several years related negotiation experience with a focus on IT negotiation of large complex procurements.
  • Professional designation (SCMP, CPPB, CPPO) would be an asset.
  • Knowledgeable on emerging trends in Information Technology, contracting, vendor relations and negotiations.
  • The ability to manage multiple and complex contracts, often with competing deadlines and similar priority levels.
  • Comprehensive knowledge of competitive bidding laws, Canadian Free Trade Agreement and procurement practices.
  • Superior organizational, interpersonal, facilitation and communication skills.
  • Ability to work effectively under tight deadlines in a team environment.
  • Strong computer skills including a working knowledge of Microsoft Suite.

Salary Range 12 Start Rate: $81,888 to Job Rate: $96,324 per annum
