Job Summary / General Accountability
The Engineering Manager is primarily responsible for leading project engineering management activities, including: engineering planning, scope development for engineering contracts; participation in overall proposal or bid evaluation and consultant selection, management of engineering consultants (scope, schedule, and budget), engineering change, quality and risk management, performance reporting; and interface with disciplines of procurement, construction management, project controls, permitting and community relations. The Engineering Manager will work in close collaboration with GCMC project management, project services, technical services, engineering, geoscience, and social, environmental, and regulatory affairs (SERA) disciplines in order to achieve project investment stage objectives.
The incumbent contributes as an integral senior member of the GCMC Project Team in the overall management and decision processes for value maximization, project development and project execution. The incumbent is responsible for developing the overall engineering execution and management strategy for the Galore Creek project and for developing and managing project engineering roles required to meet the investment stage requirements, including the planning and implementation of effective project engineering processes and systems on the project, within the standards expected from GCMC Partner companies Teck and Newmont.
Overview
This position is based out of the Galore Creek Mining Corporation Head Office in Vancouver.
Located in northwestern British Columbia, Galore Creek is one of the world’s largest undeveloped porphyry copper-gold-silver deposits. Key Responsibilities
- Be a courageous safety leader, leading by example and fostering a proactive safety and sustainability culture based on the common values on health, safety, environment, and communities shared by the asset owners (Teck and Newmont). Provide leadership in the implementation and adherence to GCMC’s Health, Safety, Environmental, and Community (HSEC) policy. As a senior member of the Project Team, provide leadership in developing and ensuring a robust HSEC program and culture are embedded in all aspects of project engineering, development, and execution.
- Provide senior-level leadership, engineering input, and support to the Project Director on all project engineering activities and action plans to enhance asset value and mitigate risks on the Galore Creek asset, ensuring that commercial, operational, permitting, regulatory and implementation risks are identified, analyzed, prioritized, and communicated and that resulting strategic plans are developed and executed in a timely fashion.
- Work closely with the broader Galore Creek senior level project team personnel, financial business analysts, and Partner SMEs (Subject Matter Experts) to:
- Originate, identify, and select preferred development and investment alternatives to deliver pragmatic, capital and operating cost-efficient solutions to the development of the Galore Creek asset.
- Support decision-making processes for critical opportunity framing, formal engineering trade-offs, and other strategic planning and development options focused on addressing the asset’s specific risks and value impediments (i.e., access and infrastructure development, waste and water management, and major technical and engineering issues) and leading to an accepted initial Project Description
- Be the principal engineering management lead in guiding, directing, and reviewing the following key functions for GCMC:
- Development of project engineering scope, schedule, and budget to achieve all stage requirements related to project design criteria, basis of design, project capital development, constructability support, execution schedule, and value improvement practices
- Completion of all stage specific engineering development, management, and project execution deliverables, ensuring the appropriate work is completed to GCMC, Partner company, and industry standards
- Engineering management relationship strategy and engagement approach with Access and Infrastructure Consultants and the Primary Engineering Consultant
- Resource management functions including engineering staff planning, recruiting, specific role assignments, and performance management, in collaboration with the Project Director
- Completion of value engineering activities, identification of best practices and the sharing of lessons learned across project engineering discipline
- Development and implementation of standard Independent Peer Review (IPR) process for project engineering inclusive of managing selected IPR contractors and consultants
- Quality assurance over the project engineering performance, including reviews of key project engineering deliverables such as execution plans, HAZOPs, risk registers, quality management systems and status reports
- Reporting on the activities of the project engineering functional area to ensure adherence to plan, and the timely and accurate provision of information to the Project Director and Partners
- Build respectful working relationships within the Project Team, asset owners, and external stakeholders including various levels of government and the Tahltan Nation to contribute to the stability and functionality of GCMC’s reputation, management, and governance practices.
