General Accountability

This position is responsible for conducting the At Work Health Assessments; managing complex case files involving excessive absence rates and providing consultation and information to work location management and HR representatives on disability-related absence matters. This involves medical file management and providing support to work location managers with attendance management and accommodation planning. The position also assesses frequent absence trends and provides recommendations for process improvements and proactive file management.

Key Job Functions

  • Oversees a portfolio of absence management files and monitors cases with frequent disability-related absences, and establishes proactive measures in file management;
  • Attends complex case file meetings and provides input to the Employee Relations Consultant, work location management, and any other involved stakeholder;
  • Attends labour arbitrations, Human Rights Tribunal of Ontario hearings and other litigation as a key witness as required;
  • Performs medical file and absence management activities in compliance with applicable legislation and related TTC programs and policies of complex cases involving excessive absence rates;
  • Collects and interprets medical and functional information to make decisions on benefit entitlement, determine prognosis and develops effective rehabilitation strategies and return to work plans;
  • Communicates and collaborates with multidisciplinary health care providers, TTC medical consultants and employees to ensure appropriate treatment is being received to ensure successful and timely re-integration into the workplace;
  • Documents and maintains complete and accurate case management records into the Parklane System and ensures the protection of privacy and confidentiality of medical information as required by various legislation and TTC policy;
  • Arranges/facilitates third party medical assessments to clarify medical conditions, functional abilities and to identify a suitable and sustainable return to work plans;
  • Identifies barriers to the return to work plan and takes appropriate action to decrease the impact of such barriers;
  • Facilitates return to work meetings, as required, with the union, work location management, etc.,
  • Interprets the occupational health and safety legislation, human rights legislation and WSIB legislation and promotes compliance of same;
  • Provides input into the development of new strategies that would result in less frequent and shorter absences;
  • Works co-operatively with Claims Adjudicators to provide effective integrated absence management;
  • Reviews and makes decisions on benefit entitlement for new and ongoing cases where the disability exceeds more than 15 days;
  • Provides advice and guidance to various levels of TTC management regarding absence management and disability accommodation issues and requirements;
  • Backfills for other Disability Management positions/duties within the department as required;
  • Applies the Collective Agreements, as required, throughout the case management process.
  • Provides statistics, on a monthly basis, on active case files and file closures;
  • Processes and approves all medical invoices based on the medical payment guidelines;
  • Prepares files for regular file audits by the Manager;
  • Performs other related duties as assigned;

Education and Experience

  • A completed post-secondary University Degree or College Diploma in a related discipline (Disability Management, Health Care, Rehabilitation Services, Occupational Therapy) or a combination of education, training and experience deemed to be equivalent;
  • Several years of directly related work experience in disability and absence management and/or in rehabilitation, return to work planning or attendance support.
  • Sound knowledge of absence management, disability management, accommodation and return-to-work practices and policies;
  • Thorough working knowledge and understanding of relevant standards and acts including Occupational Health & Safety, Workplace Safety & Insurance, Employment Standards, and other related legislation;
  • Thorough knowledge and understanding of privacy and confidentiality provisions with respect to personal health information and other personnel matters;
  • Experience with Parklane Software would be beneficial;

Additional Requirements

  • Proficient in the use of a PC and software applications related to the work (including MS Word and Excel, case management applications, etc.);
  • Ability to prioritize work, multi-task and manage internal and external relationships effectively;
  • Excellent written and verbal communication skills and conflict resolution skills;
  • Excellent organizational, problem-solving, analytical and decision-making skills;
  • Must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees.
  • Certification (either attained or in progress) as a Certified Disability Management Professional (CDMP) or a Certified Return to Work Coordinator (CRTWC) through the National Institute of Disability Management;
  • Current certificate in First Aid and CPR would be an asset.
