Municipal Engineer/Public Works Manager

Due to a recent retirement, the Municipality of Sioux Lookout currently seeks a Municipal Engineer and Public Works Manager to join their team and live in the beautiful Hub of The North. Reporting to the Chief Administrative Officer, this position will be responsible for strategic leadership, administrative management, and overall operations of the Public Works Department including planning and directing a comprehensive program of construction and maintenance on municipal infrastructure.

MAJOR DUTIES AND RESPONSIBILITIES:

o Lead, plan, develop, and manage the operations of the Public Works Department
o Provision of day-to-day leadership to and supervision of direct reports within the department and outside contractors/suppliers
o Preparation and control of the annual budget (operating and capital) for the Public Works Department, actively trying to achieve cost savings.
o Project management of municipal construction projects, including administration of the public tender process and awarded contracts, ensuring that projects are designed in accordance with accepted engineering and provincial standards and submitting reports as required by government agencies
o Maintain fleet management system
o Utilize asset management software to coordinate/determine maintenance activities for assets for best benefit and to extend useful life of the asset
o Maintain the Municipality’s GIS database and provide GIS support to other municipal departments.
o Provide technical and project breakdown and estimates for all infrastructure funding applications with coordination with the Finance and/or other departments
o Assume the role of municipal representative for development requiring connection or extension of municipal civil infrastructure such as new building developments, subdivision proposals, etc.
o Assume the role of Municipal Compliance Coordinator to ensure that existing ECA reporting requirements are completed/reviewed for water & waste management

SKILLS REQUIRED

  • Appropriate judgement to take safe and effective action in emergencies
  • Ability to write reports and communicate clearly with employees, peers, Council and the public, orally and in writing, one-on-one and in group settings
  • Ability to explain Municipal policies, legal requirements, operating procedures and other relevant materials
  • Ability to read and interpret engineering plans, designs, and surveys
  • Familiarity with recent developments in Public Works related products, methods, and technology
  • Familiarity with GIS technology
  • Comprehension of and familiarity with Municipal by-laws, the Municipal Act, Ontario Provincial Standards, Highway Traffic Act, and other related by-laws and regulations

EDUCATION/DESIGNATION REQUIRED

  • Bachelor of Science in Civil Engineering
  • Member (or eligible for membership) of the Professional Engineers of Ontario (PEO)

EXPERIENCE REQUIRED

  • Minimum 5-10 years of Municipal experience in Public Works sector including supervisory experience
  • Progressively responsible Engineering experience in the municipal sector combined with exceptional leadership abilities
  • Experience in creating, delivering, and continuously reviewing capital and operating budgets
