Reporting to the Manager, Animal Protection Services and Contract Administration, this position is responsible for the operational activities, business objectives and service commitments of the Animal Protection Services and Contract Administration Department.

Areas of Responsibility, but are not limited to:

  • Assists with the manager in overseeing the Animal Services Contract programs, operations and facility management of the Animal Shelter.
  • Leads, coaches, mentors, performance manages and applies progressive discipline structure to direct reports.
  • Responds to and follows up with public complaints and concerns with respect to animal services and taking appropriate action to resolve issues quickly.
  • Ensures that necessary administrative and technical resources and services are available to support staff in doing their work by identifying needs, coordinating with other departments and taking appropriate action.
  • Ensures that adequate day-to-day staffing levels are maintained and coordinates recruitment activity for the department. Participates in identifying and developing selection tools for positions and conducts interviews.
  • Coordinates on-going training for employees ensuring orientation to job function, policies, procedures, production goals and role within the organization.
  • Works closely with the City’s contracted provider of animal control and sheltering, on the seamless delivery of animal control services.
  • Researches and provides information regarding bylaws, bylaw amendments and where necessary, assists in writing reports for other entities in the organization.

Knowledge, Skills & Abilities:

  • Ability to support the manager in resolving contractual issues and bylaw violations related to the Animal Shelter contract.
  • Ability to provide interpretation of the Bylaws related to Animal Services (Animal Control, Dog Licencing, Noise, Public Parks & Business Licences) Shelter contract by discussing creative solutions within the jurisdictional boundaries.
  • Ability to coordinate legal proceedings related to animal bylaw infractions, with the BC SPCA (dangerous dog warrants for seizure and orders of destruction).
  • Knowledge in leading staff in a fair and consistent manner by assessing staff performance, career development and effective discipline in conjunction with Human Resources department and CUPE.
  • Knowledge of best practices in coordinating legal proceedings should the issue overlap with other municipalities.

Qualifications and Experience:

  • A minimum of one (1) year of post-secondary coursework related to the position, such as Business Administration and/or experience in Local Government Administration.
  • A minimum of 1 – 2 years of related experiences, including experience in animal services, bylaw enforcement, policing duties and or other similar duties. An equivalent combination of education, training and experience may be considered
  • A minimum of 1 -2 years of supervisory experience or an equivalent combination of training and or experience. Experience managing/supervising in a unionized municipal environment is preferred.
  • A certificate in Bylaw Compliance, Enforcement Investigative Skills.
  • Valid Class 5 Driver’s Licence for the Province of British Columbia.

Work is performed in an office environment.
