This year, we delivered the lead Arctic and Offshore Patrol Ship, the largest Navy ship built in Canada in 50 years and we’re just getting started. The second ship will be delivered in 2021.

Irving Shipbuilding Inc. is seeking a Commissioning, Test, Trials and Acceptance (CTTA) Manager for the Canadian Surface Combatant Project.
This is a permanent full-time role based in Halifax Regional Municipality, Nova Scotia. The primary language of work is English. The CTTA Manager fulfills a key role in the Canadian Surface Combatant (CSC) Systems Engineering Team. Reporting to the Senior Operability Manager in the Systems Engineering Department, the CTTA Manager will help build and lead a team of specialists to ensure that acceptance testing is completed efficiently and effectively. This will involve building the team that will ensure equipment is set-to-work, maintained and ready for testing, as well as confirming that all required personnel, services and infrastructure are in place to conduct testing. The CTTA process will run concurrently on multiple vessels. The CTTA Manager works across departments, with the classification society and sub-contractors, and with the customer to provide objective quality evidence that the vessels meet specifications.
Qualifications:
- Academically qualified in a relevant engineering discipline (Marine, Naval Architecture, Electrical or Mechancial) with a recognized post-secondary degree.
- 5+ years of management experience with testing naval ships in a new construction program or in similarly complex commercial shipbuilding experience; or comparable relevant experience in naval ship modernization or overhaul, which includes tests and trials;
- Significant relevant experience in a management role with planning and coordinating with external stakeholders in a complex environment;
- Excellent communication and interpersonal skills; and
- Problem solving skills and ability to lead and manage multiple priorities in a fast-paced environment.
All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).
Key Responsibilities:
Leadership:
- Leads a team of specialists to ensure that acceptance testing is completed efficiently and effectively, communicating within the team, within ISI and to external stakeholders on the progress of tests and trials.
- Develops leadership, managerial and technical skills of team specialists.
- Builds strong relationships within the greater test and trials team, within ISI, with the classification society, the customer and vendors, building a “One Team” ethos across organizational and functional boundaries.
- As part of continuous improvement, refines and updates CTTA processes based on efficiencies and lessons identified related to the delivery of new ships to the Royal Canadian Navy.
Test and Trials Management:
- Ensures the methods for demonstrating contract requirements via the Verification Cross Reference Matrix (VCRM) are clearly defined and that all supporting personnel, services and/or infrastructure will be in place for testing.
- Collaborates with ISI Engineering, subcontractors and with vendors to ensure testing alignment and readiness.
- Coordinates testing schedule across the CSC Enterprise. This will include longer term scheduling as well as adapting the short-term test and trials schedule to adapt to weather, re-tests and other such arisings.
In Build Maintenance and Activation:
- Ensures care and preservation of government furnished equipment pre-Acceptance using an integrated and interactive digital suite.
- Ensures that equipment is activated and maintained for testing and trials.
Contractor Support to Activities:
- Coordinates the activities of contractors and vendors to ensure that personnel are in place and that required equipment and services are ready to support the test and trials program.
Working Conditions:
The CTTA Manager is expected to be able to work:
- Onboard-ship, alongside and at sea, in conditions including extreme temperatures and weather, which will involve stairs, vertical ladders and entry into confined spaces (including tanks and voids);
- At sea, during contractor’s sea trials, for periods of up to approx. 14 days at a time; and
- On various shifts, and change shifts on short notice, as required, to meet CTTA schedule (this occurs infrequently
twice per year).
