Description:

Under the authority of the City Manager, the Director of Engineering manages the Engineering Department. The incumbent plays a leading role with the general management in terms of optimization, prevention, maintenance and upgrading of municipal infrastructure and facilities. For this purpose, the person plans, organizes, directs, controls and evaluates the activities of their department and the execution of the work under their direction. Moreover, the person is co-responsible for developing management planning to ensure the high-level performance of activities under their responsibility.

Departmental mission:

Ensure the durability and functionality of all municipal infrastructure with a view to sustainable development and improving the quality of life of residents.

General responsibilities and goals:

  • Manage the human, financial, material and informational resources of the department in accordance with the rules, standards, regulations and collective agreements in force, paying particular attention to:

o Plan the workforce by providing ongoing training to staff and evaluating performance management to prepare for succession;
o Develop and implement policies and programs, and apply the standards and regulations related to infrastructure maintenance;
o Develop management performance indicators with a constant goal of optimization, effectiveness and efficiency based on the best practices in effect;
o Prepare the territory management operations budget;

  • Determine the orientations and priorities to repair and upgrade the City’s infrastructure, buildings and facilities;
  • Ensure the management of maintenance programs for public networks and facilities carried out internally as well as by contractual resources;
  • Participate in formulating the objectives of work teams, prepare action plans, ensure the alignment with the strategic plan and carry out the follow-up;
  • Ensure the implementation and completion of master plans for investment, geomatics, the three-year capital investment program for infrastructure and facilities;
  • Report to the City’s Manager Office any situation or observation that has an impact on the performance of the organization;
  • Evaluate and propose solutions to resolve technical and engineering issues that may affect all City infrastructure and facilities;
  • Perform other related tasks.

Job requirements:

  • Member in good standing of the Ordre des Ingénieurs du Québec (OIQ).
  • Master’s degree in Project Management, Business Administration (MBA) or Public Administration (MPA) is an asset.
  • Ten to 15 years of experience in similar functions, preferably acquired in the municipal field is required to hold this position.
  • Excellent knowledge in the field of municipal engineering and public works.
  • Good knowledge of French and English in order to efficiently carry on a conversation, participate in various work meetings, and write short texts or quality reports in either language.
  • Have very good skills in mobilizing and empowering work teams while possessing excellent interpersonal skills.
  • Ability to manage in contexts of frequent change and to adapt quickly.
  • Ability to manage rigorously in a complex regulatory and legal environment.
  • Good understanding of the City’s vision and organization: understand the organizational issues and be able to communicate them.
  • Visionary, strategic thinking with a focus on results.
  • Keen political sense in addition to demonstrating ethics and transparency
