JOB TITLE: DIRECTOR OF FINANCE AND ADMINISTRATION

The Director of Finance and Administration is responsible for performing a broad variety of special assignments
and is relied on to be the expert in the area. The director is responsible for preventing such errors that can be difficult
to trace and which adversely affect the organization or result in major expenditures. The director makes policy
recommendations and revises procedures to reduce the possibility of non-compliance with fiduciary requirements
or legislation.
The Director of Finance and Administration is responsible for the integrity and accuracy of the OKIB financial
statements, the quality and timeliness of financial reports and the adoption of accounting practices in compliance
with Generally Accepted Accounting Principles (GAAP). The director must work within the Financial Administration
Bylaw, OKIB policies and procedures and in compliance with all Federal Acts and Legislation and Provincial Acts
where applicable.

JOB SUMMARY
The Director of Finance and Administration is responsible for reporting on and ensuring the financial health of all
assets of the Okanagan Indian Band. This position is also responsible for developing and managing risk mitigation
strategies as they relate to financial administration. The director is responsible to monitor that OKIB departments
and services are administered in a cost effective manner, and that the best interests of the Okanagan Indian Band
are considered in all financial decisions.
REPORTING STRUCTURE
Reports to the Executive Director
JOB DUTIES AND RESPONSIBILITIES
Strategic Planning

  • Assists and collaborates with the strategic planning of all departments
  • Assists in the implementation of short and long term goals
  • Assists, researches and prepares operational plans for the cost effective administration of the organization
  • Implement and control with Directors a budgeting cycle
  • Oversee the development and maintenance of relevant financial systems

Controllership

  • Financial management of all OKIB operations in order to ensure that finances are maintained in an

accurate and timely manner and comply with relevant legislation, bylaws, policies and procedures

  • Assist Directors and Managers with developing annual forecasts and budgets
  • Provide analysis and prepare final reports for review by the Executive Director and Leadership
  • Responsible for monitoring financial records, cash management and quality control
  • Responsible for monitoring contractual agreements and contribution agreements
  • Responsible for reporting to the ED and Leadership on financial or management issues, policies, and the

impact of issues from the Council’s perspective

  • Responsible for the coordination of the annual Audit by ensuring all schedules are prepared, all

reconciliations are complete and documentation is available

  • Review audited financial statements for accuracy and acceptability of format
  • Prepare management response to Auditor’s recommendations in consultation with the ED and Council

and, take corrective action when required

  • Conduct financial analysis and cash flow forecasting
  • Establish and maintain internal financial controls
  • Manage investment funds in accordance with established policies and procedures
  • Develop and recommend accounting standards, policies and procedures for the OKIB
  • Provides supervision and training of Finance staff
  • All persons employed by the Okanagan Indian Band may be required to assist the Band in providing

emergency services. Duties assigned during an emergency may differ from regular duties.

  • Participates in community events as requested

ADMINISTRATIVE DUTIES

  • Provide accurate, useful and timely financial statements, financial management reports and analysis to the

Executive Director and Chief and Council as required

  • Review the General Ledger and financial records monthly
  • Ensure that all balance sheet accounts are reconciled on a monthly basis
  • Manages the cash flow of the organization
  • Support the finance committee
  • Attend the presentation of the annual audit at the Band meeting
  • Supervise and support staff and delegate responsibilities
  • Ensure that performance reviews are completed and recommendations are implemented
  • Mediate and provide conflict resolution on personnel issues in relation to employees
  • Ensure the contribution agreement obligations are met
  • Attend required meetings, i.e. Directors, interagency

QUALIFICATIONS
Education
▪ Professional designation- CPA
▪ Valid BC Driver’s licence, Class 5 and reliable vehicle
▪ An equivalent combination of education and experience may be considered
Experience
▪ Minimum five years as senior level accountant
▪ First Nation government program administration, management, delivery, communication
▪ Contract management
▪ Strategic Planning

▪ Ability to supervise and manage performance
▪ Experience with Sage 300
▪ Negotiation skills
▪ Analytical and problem solving skills

Assistant Controller, Finance Services Supervisor, Finance Clerk AP, Receptionist/Administrative Assistant,
Membership Clerk, and Information Technology Manager
CLASSIFICATION/PAY SCALE
Commensurate equivalent to experience
Preference may be given to those having knowledge of the Okanagan culture and traditions
