The Director, OTTPS Compliance will be responsible for ensuring that best practices are followed for mitigating supply chain risks across the product life-cycle from inception to development through to sustainment and disposal/depreciation of technology products. This role will report to VP, Global Quality.

About OTTPS:
The O-TTPS (Open Trusted Technology Provider Standard) is described in terms of the provider’s product life cycle. The collection of provider best practices contained in the O-TTPS are those that The Open Group Trusted Technology Forum (OTTF) considers best capable of influencing and governing the integrity of a COTS (Commercial off the shelf) ICT (information communication technology) product from its inception to proper disposal at end-of- life. These provider practices are divided into two basic categories of product life cycle activities:

Technology Development and Supply Chain Security: The provider’s Technology Development activities for a COTS ICT product are mostly under the provider’s in-house supervision in how they are executed. The methodology areas that are most relevant to assuring against tainted and counterfeit products are: Product Development/Engineering methods and Secure Development/Engineering methods

The provider’s Supply Chain Security activities focus on best practices where the provider must interact with third parties who produce their agreed contribution with respect to the product’s life cycle. Here, the provider’s best practices often control the point of intersection with the outside supplier through control points that may include inspection, verification, and contracts.

Responsibilities:

  • Develop the OTTPS certification policy and practices for Celestica – both Celestica developed products AND support for OEMs who have O-TTPS or ISO/IEC 20243 programs for which Celestica is a supplier
  • Support development of certification scope for OTTPS, and document how controls and practices are applied to mitigate risks to technology supply chains
  • Conduct organizational assessment against controls to mitigate supply chain risks across manufacturing, development and distribution lifecycle of products
  • Functions as the local expert and on-the-ground resource for OTTPS compliance matters
  • Represents the first line of compliance in Celestica’s OTTPS compliance program and raises issues beyond personal expertise to VP, Global Quality or to local external counsel, for review and decision
  • Maintains a thorough knowledge of OTTPS requirements
  • Ensures proper and timely implementation of all OTTPS requirements
  • Attends meetings and performs OTTPS vetting for new products/quotations to understand requirements for upcoOTTPS compliance recordkeeping and reporting requirements
  • Works with Executives within Celestica to gain support from the functional areas to ensure ongoing compliance to the initiatve
  • Business travel approx 25%

Requirements:

  • Preferably should have an export compliance, customs, contracts or legal background, and must be OTTPS certified
  • Must have strong written and oral communication skills
  • Must be self directed and work under minimal supervision
  • Experience in the ICT sector
  • Understanding of the Electronics Product Life Cycle process from market requirements through to end of life
  • Experience in supplier quality management and/or Product Development in the ICT sector an asset
  • Ability to support products that fall under ITAR restrictions is an asset

Measures of success:

  • Success metrics wil be established as part of the program and will be developed with senior management

Experience:

  • 10+ years of relevant experience

Education:

  • Bachelors degree in engineering would be preferred
