Job Summary As an Engineer in an Engineering Specialty Air Traffic Management and Communications Navigation and Surveillance (ATM and CNS) or Sub-Specialty Section, the Engineer Systems Specialist is accountable for applying technical knowledge in preparing plans and designs, completing large Engineering projects, and providing advice and technical leadership in the field of usage of Radio Frequencies (RF) for provision of Air Traffic Services (ATS).

The Engineer Systems Specialist is a fully qualified Engineer with a thorough specialized knowledge of systems in the Specialty / Sub–specialty area of responsibility. Work normally involves planning, performing and documenting applied research work in an engineering specialty, carrying out experiments and tests, and investigating unusual and difficult problems to determine causes of failure, and devising and presenting effective solutions.

Job Description

Key Accountabilities

  • Provides advice and guidance to NAV CANADA officials, government and industry associations on issues concerning management of aviation RF spectrum.
  • Protects NAV CANADA’s unobstructed usage of aviation RF spectrum when dealing with competing RF spectrum users, suppliers, consultants, and project stakeholders.
  • Provides prompt assistance when requested to investigate Electromagnetic Interference (EMI) and Electromagnetic Compatibility (EMC) technical issues with CNS systems.

Education

Degree in Electrical Engineering or related field, or certification as a Professional Engineer in Canada, or equivalent combination of training and experience.

Experience

  • Minimum 5 years work experience or comprehensive knowledge in Aeronautical Communication, Navigational Aid and Surveillance (CNS) systems or similar RF systems.
  • Advanced theoretical and practical experience in Electromagnetic Interference (EMI) prevention and investigation and Electromagnetic Compatibility (EMC) related fields of activity.
  • Experience in conducting coverage prediction and system design for Navigational Aids and Communication or Surveillance systems or similar RF systems.
  • Experience in supervising technical work activities or leading engineering / technical project teams.

Knowledge

  • Knowledge of roles and mandates of various national and international RF spectrum regulators and the applicable rules and regulations.
  • Understanding of performance and behaviour of RF systems components, such as receivers, transmitters and antennas, in real operating environment.
  • Understanding of current and evolving CNS systems’ industry trends and competing RF spectrum usage interests.

Abilities

  • Ability to communicate clearly in a concise manner, in writing and verbally, to internal and external stakeholders, to explain issues and positions.
  • Ability to negotiate solutions and compromises with competing RF spectrum users, suppliers, consultants, and project stakeholders.
  • Ability to write position papers, technical specifications, standards, statements of work and general engineering documents.
  • Ability to work under pressure and analyze and manage conflicting information and priorities.

  • Shows pro-active and pre-emptive decision making and reporting of concerns for both technical and organizational issues.
  • Available for occasional travel and work outside normal working hours.

Work location is Ottawa TSC. Remote work is required during the pandemic. Alternate work location may be considered under flexible work arrangements.

The successful candidate must meet the security requirement of the position and be legally able to work in Canada.
