Job description: Duties:

  • Assists with the preparation of contract documents for roadways and water and sewer construction projects. Prepares cost estimates and tender summaries.
  • Reviews video footage of existing water and sewer utility service connections to evaluate condition and performance.
  • Receives and evaluates utility service connection replacement requests. Prioritizes replacements and liaises with applicant and contractor. Ensures all appropriate drawings and records are maintained in databases.
  • Reviews new utility connection plans received from the Building Standards Division based on existing records, specification manuals, Bylaws and building codes. Recommends the approval or rejection of submitted plans complete with compliance directives and provides information to developers/contractors/utility companies. Ensures all appropriate drawings are scanned and records are maintained in databases. Acts as a liaison between the Department and utility companies for the location of utility cuts in streets and lanes. Recommends the approval of locations for utility installations.
  • Assesses and tracks project approval and restoration fees in accordance with City of Saskatoon specifications and Municipal Access Agreements.
  • Reviews and approves plans for subdivision and rezoning applications to ensure water and sewer specifications have been met.
  • Communicates regularly with contractors, engineers, homeowners, utility companies, government and regulatory agencies and the public as required to schedule and coordinate work. Responds to utility connection enquiries from the public.
  • Performs inspections of residential, commercial, institutional and industrial water and sewer service connections. Completes check sheets to ensure the compliance of underground utility installations with the requirements specified in approved building plans. Informs and coordinates with the Meter Shop, as required.
  • Performs or coordinates and tracks utility restoration inspections to ensure compliance with specifications. Prepares progress reports. Issues deficiency lists, ensures deficiencies are rectified, drafts completion and final certificates and compiles detailed summaries of expenditures.
  • Ensures that all work complies with all occupational health and safety requirements prescribed by the City and Saskatchewan Labour. Inspects work sites for compliance with these requirements and issues verbal and written reports of such inspections.
  • Identifies design, operation or construction problems and recommends and implements field designs or changes.
  • Compiles and analyses cost, condition and performance data related to utility systems to establish operations, maintenance and restoration programs. Assists with establishing preliminary programs for the construction, operation and maintenance of utility systems.
  • Assists with invoicing homeowners for cost-sharing utility connection replacement programs.
  • Supervises and trains assigned staff, as required.
  • Performs other related duties as assigned.

Qualifications:

  • Graduation from a recognized two-year, post-secondary civil, mechanical, drafting or geomatics technology program.
  • Certification, or eligibility for certification, as an Applied Science Technologist with the Saskatchewan Applied Science Technologists and Technicians.
  • Two years’ directly related, progressively responsible survey or inspection experience.
  • Possession of a valid Saskatchewan Class 5 Driver’s Licence.
  • Current driver’s abstract from SGI demonstrating a safe driving record.
  • Ability to produce, read and interpret engineering plans and specifications.
  • Ability to establish and maintain effective working relationships.
  • Ability to work with minimal supervision.
  • Ability to communicate effectively, orally and in writing.
  • Ability to supervise the work of assigned staff.
  • Ability to perform basic electronic drafting duties.
  • Physical ability to perform all assigned duties.
  • Skill in the use of a computer using the Microsoft Office Suite.
