This is complex technical field and office work of a civil engineering nature at the technologist level. The incumbent prepares estimates, designs, and technical reports for assigned projects; directs the work of survey and inspection staff on a project basis; maintains liaison with contractors, municipal staff, external utilities and the public; monitors work to ensure adherence to standards, schedules and budgets; informs superior of potential cost overruns or problems; carries out final inspections of contracted work and recommends final payment. Prepares plans, contract specifications, and related data for tender purposes; participates in review of bids received; recommends to a superior appropriate bidder according to established criteria. Assists in reviews of developer and third party projects, reviews of Liquid Waste Discharge Permits, and separation of private side sewer services. Models water and sewer networks; implements asset management plans and recommends assets for replacement or rehabilitation. Performs related work as required.

Qualifications include graduation from an Institute of Technology with a Diploma in Civil Engineering plus considerable related engineering experience, registration as an Applied Science Technologist preferable; or an equivalent combination of training and experience. Considerable knowledge of the methods, practices, materials, tools and equipment used in construction, installation and renewal/rehabilitation of municipal utilities as related to the work performed. Sound knowledge of engineering design principles, standards, and techniques applicable to the work performed, and of survey methods and functions. Ability to prepare contract specifications and related data for tender purposes and to read and interpret. Ability to establish and maintain effective working relationships with internal and external contacts. Ability to deal effectively through verbal and written communication regarding public complaints and requests. Driver’s Licence for the Province of British Columbia is required.
