Job Summary: Manager, HR Technology and Data Analytics, manages the various HR Technology platforms and reporting operations within the Human Resources department.

Nature of work:

Reporting to the Director, Human Resources, the Manager, HR Technology and Data Analytics is responsible for providing process and systems leadership along with project management, research, and analysis services that support business process integration as well as new HR system solutions. The Manager, HR Technology and Data Analytics will effectively strengthen HR and business systems controls through performing strategic analysis as well as ensuring the implementation of HR technology solutions is effective, timely and reflective of business needs.

The Manager, HR Technology and Data Analytics leads the design, implementation and continual improvement of business analysis practices to support the evolving needs of the Human Resources department. This includes optimizing the capabilities of HR technology, including HRIS Banner, facilitating the development and implementation of new technologies to improve efficiency within HR (i.e. workflow, SharePoint etc.), and the prioritization and allocation of resources to support the work accordingly. The manager will supervise a small team within the HR department, including the HR Systems and Reporting Analyst, and provide leadership, expertise and contribute to planning and strategy development involving the implementation and application of Human Resources technology platforms. They will maintain the integrity and reliability of the organization’s HRIS, as the functional expert for Banner and other technology platforms, ensuring applications meet the needs, requirements, and objectives of the organization.

Responsibilities/accountabilities:

1. HR Project Management and System Analysis:

  • Maintain an in-depth knowledge of current HR technology trends and manage product recommendations and vendor relationships.
  • Lead all HR technology implementations including project management, application configuration, testing, change management and post-go live support and continuous improvement.
  • Work closely with vendor partners, and the HR Systems and Reporting Analyst, to develop and deliver training to employees accessing and using the Banner HRIS and other HR technology.
  • Lead and provide expertise and assistance in creating design requirements and test strategy to determine the best approach which will reflect the goals and objectives of the project and ensure that implementation is sound and meets requirements.
  • Lead meetings with HR Subject Matter Experts to conceptualize user-requirements into specific business requirements and determine project scope for corresponding and necessary system implementation, upgrades and/or reconfiguration.
  • Inform HR leadership team of new initiatives or changing technologies which have an impact on the department or its users.
  • Ensure HR senior leadership is well informed of necessary system upgrades and projects impacting institution-wide services and technology and prepare senior HR management for senior level IT meetings and project planning resulting from these discussions.
  • Manage the current HRIS platform and liaise with other HR managers to ensure operational excellence and optimization of existing technology solutions.
  • Lead strategy for HR technology upgrades and enhancements to include project prioritization, functional design, documentation, implementation, and testing.

2. Process Development and Implementation:

  • Provide thought leadership and guidance on how to continuously improve and maximize HR functionalities through system enhancements and appropriate customizations.
  • In consultation with the Director of HR, and the Manger of Total Rewards, lead the development of an HR systems strategy and operational roadmap to enhance manager and employee experiences through our tools and platforms.
  • Identify ways to improve and streamline HR processes and enhance departmental productivity by leading HRIS integration with other technologies and their workflows.
  • Own subject matter expertise and drive initiatives to optimize or update systems configuration and workflows to align and improve our service delivery and systems.
  • Proactively source opportunities to enhance the effectiveness of the department and services we provide and use subject matter expertise of HR systems to analyze the needs of system users and determine the best way to meet the end- users’ needs by documenting and suggesting improvements.

3. Data Management, Analytics and Reporting:

  • Leverage a data driven approach and lead its deployment in HR decision making across the organization.
  • Create and lead the HR data management function to support internal HR processes including but not limited to reporting and auditing.
  • Lead, create and maintain business and technical processes to sustain data integrity, data security and quality control to adhere to strong data standards.
  • With the support of the HR Systems and Reporting Analyst, conduct regular audits and review of data to ensure data integrity as well as reliable and valid reporting.
  • Develop HR metrics and work with cross functional stakeholders to build dashboards and other tools to drive business value and improve HR reporting.
  • Consult with stakeholders regarding the requirements for HR information for Cognos to facilitate creation of reports for monthly union reporting and ad hoc requests.

Required Skills

  • Strong vendor management and project management abilities.
  • Experience leading the implementation of a major HRIS or HR technology system.
  • Strong data analysis skills and strategic decision-making abilities. Comfortable diving into various HR content areas to problem solve and identify next steps.
  • Successful at interfacing with management and collaborators specifically with regard to influencing decision-making and managing expectations.
  • Experience leading and facilitating meetings involving senior-level stakeholders in an organization.
  • Demonstrated experience in business process modelling, needs and system analysis including testing, troubleshooting, problem resolution, user security and access, with specific experience developing, improving and implementing HR processes preferably in a complex public sector environment.
  • Hands on experience with relational databases, SQL queries, and significant report writing experience, using complex report tools/systems, preferably using Cognos.

Education

  • Bachelor degree in business administration, information technology or other similar discipline.
  • Verification of Academic credentials may be required Required Experience
  • Experience working in a post-secondary, unionized environment is an asset.
  • 5 to 7 years of cumulative relevant experience in HR technology.
  • Previous experience with Ellucian Banner ERP is preferred.
  • Demonstrated success in large scale HR system implementation.
