Kativik Ilisarniliriniq (KI) is a school board offering educational services in the 14 communities of Nunavik.

FUNCTION & DUTIES:
As part of ongoing digital transformation efforts, KI has acquired a growing portfolio of in-house and third-party software applications. The IT department is seeking an IT Project Manager to manage a portion of this portfolio. Reporting to the IT Data Systems Coordinator, the incumbent will manage the complete application lifecycle, serving as the primary resource person for stakeholders and developers. The responsibilities for this position will include:

IT project management:

  • Taking ownership of IT projects from conception to completion;
  • Leading project meetings, following up with meeting notes and action items;
  • Understanding and documenting business processes and their underlying data structures by interviewing end-users and developers and exploring databases and applications;
  • Working with stakeholders to create and prioritize user stories and ensuring they are understood by the developers;
  • Assisting developers to organize user stories/tasks into iterations;
  • Assisting developers in testing new features and ensuring that they meet user requirements;
  • Helping stakeholders/end-users to learn new features;
  • Gathering feedback and adding it to the product backlog;
  • Serving as an internal resource person for projects using outside contractors;
  • Evaluating third party solutions against organizational needs.

IT process management:

  • Organizing retrospectives to reflect on and improve the development process;
  • Coaching and developing staff on Agile;
  • Building Agile awareness among stakeholders in other departments.

IT personnel management:

  • Participating in the selection of personnel when needed.

IT strategic planning:

  • In collaboration with IT management, elaborating and refining a strategic vision for the digital transformation of the organization;
  • Assisting in planning the realization of the strategic vision, prioritizing projects and resources according to organizational needs;
  • Cultivating relationships with other departments through regular communication in order to advocate for them in IT strategic planning.

QUALIFICATIONS:

  • A Diploma of Collegial Studies in computer science, business analysis, business administration, educational technology or other relevant field of study;
  • Six (6) years of relevant experience.

Or

  • A valid certificate of competence for the practice of a trade that is relevant to the position;
  • Ten (10) years of relevant experience.

The Board may, at its discretion, waive any or all of the above-mentioned qualifications if it finds a suitable candidate who is a beneficiary of the James Bay and Northern Québec Agreement (JBNQA) and who accepts, as a condition of employment, to follow a training plan determined by the Board.

REQUIREMENTS:

  • Be able to communicate in at least two of the school board’s working languages (Inuktitut, French, English);
  • Demonstrated leadership abilities;
  • Experience with Agile, certification an asset;
  • Aptitude for understanding both business processes and data structures;
  • Demonstrated business analyst skills an asset;
  • Knowledge of SQL an asset;
  • Knowledge of a programming language an asset;
  • Be prepared to travel to Nunavik as needed.

CLASSIFICATION / SALARY / BENEFITS:
Class 00-06* in accordance with the working conditions of KSB executives: from $74,250 to $98,997 annually based on qualifications and experience.
