Development Engineering provides a “one-window” service to Community Planning and the development industry on behalf of the City’s Operating Divisions of Fire Services, Solid Waste Management, Toronto Water and Transportation Services. The Unit plays a key role in the review and approval of development applications, including Official Plan Amendments, Zoning By-law Amendments, Site Plan Controls, Plans of Subdivision and Consents. The review focuses on the municipal engineering aspects of the applications – site servicing, stormwater management, site grading, and site access. Each development application is assigned to a staff member responsible for the application – from submission to approval and through to the acceptance and/or assumption of development-related infrastructure. As part of the approval process, the Unit also has a key role in the negotiation and preparation of necessary agreements to secure the construction of development-related municipal infrastructure.
Reporting to the Director of the Engineering Review Section, the Manager of the Development Engineering Unit provides the technical, financial, and administrative oversight needed to effectively and successfully manage a team of professionals to provide engineering review and approval of the municipal engineering component of planning applications.
Major Responsibility Highlights:
Leading a team of engineers and project managers, the Manager of the Development Engineering Unit is responsible for:
Effective Leadership of Technical Staff
- Manage, motivate and train the Unit’s staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning.
- Provide oversight and appropriate allocation of staff and financial resources; and ensure effective project management with respect to scope, schedule and administrative requirements for projects undertaken by the Unit.
- Cultivate a culture of continuous improvement and innovation within the Unit, evaluating program delivery on an ongoing basis in consultation with staff, senior management, service users, clients and partners, with the goal of improving effectiveness and efficiency.
- Set, monitor and regularly report on key performance indicators and assigned performance targets related to the review and management of development applications by the Unit.
Expertise in All Aspects of Development-related Engineering Review and Approval
- Direct and manage service delivery of the Unit’s assigned program of projects through delegation of authority and responsibility to direct reports.
- Lead the negotiations of contractual terms and conditions, and the finalization of agreements with developers, external agencies and other levels of government.
- Oversee the preparation, review, and enforcement of legal and cost-sharing agreements with clients, stakeholders, and external agencies/partners.
- Accountable for quality assurance and oversight over third-party delivered construction activities.
Exacting Financial Oversight and Management
- Develop, recommend and administer the annual budget for the Unit, and ensure that the Unit’s expenditures are controlled and maintained within approved budget limitations.
- Authorize and ensure the accurate and proper collection and administration of financial security provided by developers to secure development-related infrastructure works in accordance with approved policy, procedures, bylaws and statutes.
- Accountable for the full cost recovered delivery of engineering review services, ensuring cost-effective case management that meets or exceeds agreed-to service standards.
Polished Customer Focus, Relationship Building and Political Acuity
- Develop and manage client and stakeholder expectations and relationships through effective service agreements, communication, appropriate delegation of representation and monitoring of commitments and obligations.
- Maintain appropriate confidentiality related to client and stakeholder business knowledge and proposals.
- Prepare technical reports and staff reports to Standing Committees and/or Council, and material for public education/communication purposes, and represent the
- Division/Cluster/Corporation at meetings with the public, clients, stakeholders, Councillors and their staff, Standing Committees, Community Councils, City Council, Hearings, and on internal and external committees.
- Ensure excellent customer service is provided to both internal and external customers.
Key Qualifications:
The successful candidate for the position of Manager of the Development Engineering Unit of Engineering and Construction Services will have:
- A Professional Engineering licence and be a member in good standing of Professional Engineers Ontario.
- Considerable Experience using the principles of civil engineering and of materials and methods of construction, rehabilitation and upgrading of municipal water, sewer, road, sidewalk and streetscaping.
- Experience in reviewing and approving development applications (i.e. Official Plan Amendments, Zoning By-law Amendments, Site Plan Controls, Plans of Subdivisions and Consents).
- Experience with financial reporting processes, including budget preparation and control, expenditure forecasting, preparation and interpretation of financial reports, and reporting on key performance indicators.
- Experience in managing, attracting, motivating and leading a diverse workforce and establishing and operating in an environment that promotes excellence.
- The ability to operate as a fully accountable program leader and as a member of a management team.
- The ability to thrive in a rapidly changing environment with frequent and competing deadlines, multiple tasks and high performance expectations.
- Well-developed people management skills with proven success in achieving results in a unionized and non- unionized environment.
- Well-developed interpersonal, human relations, communication (written and oral), negotiation, conflict resolution, project management, analytical and problem solving skills.
- The ability to interact and communicate effectively with all levels of the organization and external stakeholders.
- Awareness and knowledge of the Occupational Health & Safety Act, Employment Standards Act, Human Rights Act, and Construction Act.
- Familiarity with Federal and Provincial regulations and requirements, including, but not limited to, the Planning Act, Federal Fisheries Act, Canadian Environmental Assessment Act, Provincial Environmental Assessment Act, Environmental Protection Act, and Safe Drinking Water Act.
- A valid Province of Ontario Driver’s Licence and daily access to a reliable vehicle.
