Job Description
As a member of Toronto Water’s Customer & Technical Support Team, the Project Manager in the Integrated Technology Management (ITM) Unit is responsible to provide project management and specialized technical support related to a modernized and complex information technology (IT) systems, technology infrastructure, data centre and cyber security. The focus of this position is on IT application systems, and related data and information.
Reporting to the Senior Project Manager, the Project Manager oversees, reviews and directs the work of the project team including staff, vendors and consultants related to delivery of information technologies solutions and processes. The Project Manager is fully accountable for ensuring reliable, effective/efficient services in the planning, design, development, implementation, and daily operation of IT systems, application and/or equipment, as well as data management systems within Toronto Water.
Major Responsibilities:
- Responsible for participating in and carrying out varied assignments related to IT systems, technology infrastructure, data centre and cyber security within a broad field of Municipal IT systems architecture/infrastructure design and execution.
- Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
- Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, finalizes contract payments and ensures project expenditures are controlled and maintained within approved budgets.
- Acts as first point of contact, providing support and coordination to all units within Toronto Water
- Administers, coordinates, and provides guidance to IT projects including planning, design, implementation, and commissioning
- Conducts investigations, both business and technical, for the analysis and evaluation of existing and proposed ITM modifications, including written and oral assessments of performance, cost benefit analysis, legislated requirements, and recommends changes accordingly.
- Provides support to the Capital Works budget process, and assist in controlling expenditures of consultants, contractors, and internal staff.
- Maintains an up to date level of expertise in technology infrastructure, system architecture, data centre, cyber security, and related technologies.
- Oversees the integration of complex technical systems, technology infrastructure and equipment installations; testing and acceptance/approvals, including guidance of assigned internal and external resources.
- Investigates and prepares analysis/recommendations concerning IT problems of varying complexity and/or assists unit Manager, ITM, supervisors or team leads to resolve more complex IT issues
- Ensures quality assurance procedures and quality control measures are adhered to in the management of IT design and implementation activities. Ensures that the ITM performance objectives comply with the established Toronto Water goals of automation and legislative compliance
- Reviews and participates in testing and implementation of design concepts to meet functional requirements including participation as the ITM lead during testing of IT systems or technology infrastructure.
- Tracks procedures and policy compliance associated with ITM deliverables and contractual documentation.
- Participates in request intake, requirement collection, business analysis, preliminary and detailed design, implementation, quality assurance and evaluation of projects.
- Works with City of Toronto staff, consultants and contractors during project execution stages to ensure quality delivery, control and compliance with Toronto Water’s ITM goals and guidelines.
- Provides input and supports the development/implementation of technical standards and policies associated with management and stewardship of IT through routine review and audit reports.
- Liaises and coordinates with divisional and corporate support sections as well as other unit representatives, managers, supervisors, engineers, specialists, IT professionals, and operational/maintenance staff.
- Coordinates related work between various stakeholders; Process Control Systems, Technology Services Division and Office of the Chief Information Security Officer support staff related to investigations, modifications and improvements of IT systems for the division.
- Prepares estimates to assist in preparation of the capital budget.
- Assist with management of the project programs and portfolios.
- Leads project teams and supervises/directs project team members, vendors, consultants and contractors. Provides specialized design services, technical advice and expertise to support the units of the Division/Cluster/Corporation.
- Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
- Identifies, evaluates and provides technical expertise and recommendations for the resolution of issues with assigned projects. Ensures compliance within guidelines by acting as a signing authority.
- Reviews drawings, purchasing documents and specifications prepared by staff, contractors and consultants.
- Assists with the preparation of Committee and Council reports, presentations, purchasing documents, contract plans, specifications and estimates.
- Assist in the development of project management and delivery process strategies, policies, procedures and standards.
- Develops various purchasing related artefacts including business cases, Request for Proposal (RFP), and Request for Quotation (RFQ) documents, contracts and Statements of Work (SoWs).
- Evaluates proposals and/or bids and makes recommendations for award of contracts.
- Establishes and maintains linkages to and relationship with other units in the City to co-ordinate input and delivery as well as ensure effective partnership.
Key Qualifications: * Post-secondary education in Computer Science, Business/Information Technology or related discipline or equivalent combination of education and experience.
- Considerable project management experience with successful development, execution and delivery of medium to large scale technology projects across multiple sections, units, stakeholders and/or teams.
- Considerable experience in one or more of the following areas: Technology Infrastructure, Platform, Cloud Technologies, Data Centre, Systems Architecture, Cyber Security and Communications.
Must also have:
- Knowledge of current and emerging computing, communication and data centre technologies, including but not limited to hardware, software and appliance solutions, cloud platforms and services, high availability and load balancing technologies, local and wide area networks in both wire and wireless environments.
- Knowledge of government legislation in the areas of employment, labour, human rights, privacy, cyber-security, the Occupational Health and Safety Act, and City policies and procedures would be an asset.
- Excellent analytical and critical thinking, problem-solving and conflict resolution skills with the ability to use good judgement when formulating decisions
- Excellent teamwork and collaboration skills with the ability to work effectively, efficiently within a dynamic team environment.
- Competency in Microsoft Office productivity suite including Word, Excel, Outlook, Visio, PowerPoint and Project
- Well-developed customer service, communication and interpersonal skills with ability to establish effective working relationships with all stakeholders, employees, sections, outside agencies or other levels of government to achieve efficient and effective work processes.
- Strong time management skills with the ability to organize, prioritize, execute tasks to meet deadlines.
- Political acumen, judgment and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
- Familiarity with Toronto Public Service values and ability to support an ethical, supportive and respectful workplace culture that champions equity, diversity and inclusion.
- Ability to apply project management methodologies and approaches.
- Ability to manage project and business risks, including project interdependencies.
- Ability to continuously improve, learn, acquire and update technical knowledge and working ability.
- Ability to work evenings, statutory holidays and weekends as required.
- Certification in ITILv3 or higher considered an asset with the ability to demonstrate good overall understanding ITIL framework, concepts and practices.
- Possession of PMP designation in good standing from the Project Management Institute (PMI) is an asset.
- Must possess a valid Province of Ontario Class “G” Driver’s License and have access to a vehicle to travel to various work locations in a timely and efficient manner.
