The Health Sector Information, Analysis and Reporting Division (HSIAR) establishes the foundation for the delivery of high-quality health sector information, analytics and reporting for the Ministry of Health. The Division leads key information management functions including data stewardship, governance, security, access, analytics and reporting, quality assurance, performance measurement and evaluations functions. HSIAR sets out to exercise effective governance over data resources, while enabling timely and secure access to data, supporting an integrated, modernized model of information sharing across the health sector. The Division leads the overarching provincial analytic strategy and approach, and performs comprehensive, integrated analysis of health sector performance to ensure a consistent and timely approach health system measurement utilizing a client centred approach.
The Health Information Analyst reports to the Director, Performance Monitoring and Analysis (PMA). The PMA team within HSIAR is responsible for reporting on health system performance and generating insights on how to achieve system improvements, maintaining a comprehensive inventory of performance indicators, the Ministry’s health policies; and providing strategic oversight to documenting the Ministry’s data assets, concepts, statistical best practices, and methodologies. The Health Information Analyst will leverage analytic tools and techniques to generate insights into upstream factors that drive performance metrics and the downstream implications on the patient and health sector overall. The Health Information Analyst will contribute to predictive and prescriptive analytics by identifying inter-relationships between system components, and explicate the association between policies, programs, and system-level performance. The Analyst will be expected to bring together the training of a researcher to be applied to complex health administrative data to help answer health-system performance questions. In this position, the Analyst will contribute to writing performance reports for a technical and non-technical audience.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
- Master’s Degree or PhD in social/health science field, business, economics, statistics, mathematics, or related field and a minimum of 2 recent, related experience*; OR
- Bachelor’s degree in statistics, mathematics, social/health science field, or a related field and a minimum of 3 years recent experience*; OR
- An equivalent combination of education and experience may be considered.
*Recent, related experience is defined as a combination of the following:
- Experience in data analysis (for example, in MS Excel, R, Python, or with other statistical software and languages), conducting qualitative and quantitative research, and providing advice and recommendations.
- Practical research and technical writing experience gathering, synthesizing, evaluating and interpreting information to generate insights and identify inter-relationships in a system-context.
- Experience preparing and delivering clear and concise analyses both orally and in writing to technical and non-technical audiences.
Preference may be given to applicants with:
- Experience with health sector, particularly around performance measurement, evaluation, and data analytics.
