Job Description
As a member of the leadership team, the Senior Director/CRO will provide strategic leadership and operational oversight to ensure the successful execution of the hospital’s Phase 3 Capital Redevelopment Project and other critical capital projects. The Senior Director/CRO will provide overall leadership to a portfolio that includes the capital projects team, facilities, biomedical engineering and security.
The Senior Director/CRO will build on the solid leadership achieved by the current incumbent – and lead the organization’s efforts through the next critical stages of redevelopment and expansion.
Key Accountabilities
- Oversee the Phase 3 Capital Redevelopment Project and all other capital projects initiated by the organization
- Review and monitor contractor schedules and progress
- Monitor the performance of the Consultants, Contractors Project Management Team and implement corrective action where necessary
- Ensure project objectives are being achieved through the application of sound project management
- Develop and implement systems to monitor progress on all projects and prepare progress reports for committees, departments and to executives or senior management with the intent that projects get completed on time and on budget
- Evaluate risks to the organization and initiate risks mitigation measures
- Interface with Consultants, Ministry of Health, Infrastructure Ontario, relevant building officials and other organizations and regulatory bodies to ensure that they are properly informed during the development, construction, and renovations process, where required
- Prepare reports and presentations for the Board and Board Committees and/or Sub-committees, executives, senior management, Infrastructure Ontario and the Ministry of Health
- Ensure accurate and complete documentation is available for each of the projects from inception; through construction, occupancy and operation stages; and for final archives
- Oversee move planning and delivery
- Chair and facilitate meetings with internal and external stakeholders in identifying and where possible resolving conflicts which arise in the redevelopment/capital project process
- Liaise with external partners/clients, other hospitals and government officials where necessary, to develop opportunities to exchange information so as to incorporate new knowledge into project plans as appropriate
- Develop strategies for transition/operation readiness planning and oversee roll out of these initiatives to impacted departments
- Negotiate Ministry of Health funding agreements and Transition Planning funding allocations
- Plan, forecast and oversee the financial resources (capital and operating) of the departments and for respective capital projects (CRP; Capital Renovations. Health Infrastructure Renewal Fund (HIRF))
- Lead the review of Contract Change Documents, Cash Allowance Expenditures and Progress Payment Approvals
- Ensure that building deficiencies and warranty issues are identified and appropriately addressed by the contractor and the architect
- Provide oversight for the overall operation of the Facilities, Biomedical Engineering and Security Services
- Oversee human resources management including performance management and the mentoring and coaching of staff consistent with the hospital’s leadership development strategy.
- Maintain and enhance strategies to maximize staff engagement
- Provide vision and direction for corporate space planning requirements for the hospital
- Oversee the development of a corporate Master Plan scheduled to be undertaken in 2023
- Contribute to corporate planning, projects, policy setting, and quality improvement activities
- Foster and maintain an effective leadership team
- Model effective leadership practices by role modelling the organization’s values
- Promote collaboration and teamwork among staff within the portfolio and throughout the organization
Year 1 Success
Upon completing the first year in this role, the Senior Director/CRO will have contributed to the success of CMH by:
- Overseeing and ensuring the Capital Redevelopment Project Phase 3 and other capital projects maintain the agreed schedules
- Understanding the multiple stages of the Capital Redevelopment Project and the associated impact on space and internal moves
- Finalizing the Final Estimate of Cost (FEC) funding for the Capital Redevelopment Project Phase 3
- Developing a good working relationship with departmental staff, the project architect, construction company, surety
- Completing Phase 1 and 2 change order and medical equipment reconciliation with the Ministry of Health
- Establishing strong relationships with leaders throughout the organization
- Developing processes to enhance accountability throughout the organization
- Developing positive working relationships with the Ministry of Health, Ontario Health and partner organizations
Candidate Qualifications
Education
- Undergraduate degree in engineering, architecture, business/health care administration, nursing, or another related discipline.
- Master degree in related field preferred
- Certification in project management preferred
Experience
- 10+ years of relevant health care facilities management, construction/redevelopment experience, ideally within the acute care hospital environment
- Good understanding of the health care setting, particularly as it relates to complex renovations within an active acute environment
- Strong communication and planning skills
- Track record of working effectively as part of a leadership team
- Track record of good Board, hospital staff, medical/professional staff and external relations
- Ability to manage to specific performance standards and to hold staff accountable for performance
- Track record of coaching, developing and mentoring others
