The Mapping & Charting Establishment (MCE) is an operational unit within the Department of National Defence (DND) whose role is to provide geospatial information and geomatics support to the Canadian Armed Forces (CAF) and DND. As the recognized geospatial Subject Matter Expert (SME) organization in Defence, MCE carries out capability development activities aimed at providing the necessary geospatial capabilities that are required within MCE and throughout DND and the CAF. To carry out this part of the MCE role, MCE operates a geospatial laboratory which supports a broad variety of MCE-specific projects as well as Army, Navy, and Air Force geospatial requirements that are currently ongoing. Although MCE employs a small cadre of full time staff to manage and operate this lab, there is a heavy reliance on Industry partner support and contracted professional services in order to meet the goals and objectives of the various projects that are ongoing.

Tasks

Develop technical frameworks and strategies, either for an organization or for a major application area, to meet the business and application requirements;

Identify the policies and requirements that drive out a particular solution;

Analyze and evaluate alternative technology solutions to meet business problems;

Ensure the integration of all aspects of technology solutions;

Monitor industry trends to ensure that solutions fit with government and industry directions for technology;

Provide information, direction and support for emerging technologies;

Perform impact analysis of technology changes;

Research and recommend hardware configuration of end user devices to support engineering software requirements;

Review application and program design or technical infrastructure design to ensure adherence to standards and to recommend performance improvements;

Knowledge transfer and support to ADM(IM) and ADM(IE) for RFC process for engineering scientific software that will require deployment packaging. This will include but not be limited to: Autodesk suite, ESRI suite, FME suite, BricsCAD, Cyclomedia tools, and future engineering document management system;

Document user acceptance testing for each product deployment and forward results to ADMIE;

Support organization and definition of call ups for spatial data collection activities;

Other tasks related to the Technology Architect as required by the TA.

Deliverables

3.1 Weekly progress reports (submitted at the end of each week) must include:
3.1.1 All significant activities performed by the Contractor personnel during the period covered;
3.1.2 Status of all action/decision items, as well as a list of outstanding activities;
3.1.3 A description of any problems encountered which are likely to require attention by the TA;
3.1.4 Any recommendations relating to the conduct of the work;
3.1.5 Total number of days charged during the covered period;
3.1.6 Cumulative number of days charged since task award;
3.1.7 Weekly reports are not required for any week in which services were not provided; and
3.2 Monthly timesheets indicating hours worked on each activity.
3.3 A draft version of the DND Digital Twin Technology Framework which should include:
3.3.1 Executive Summary
3.3.2 Guidance on the use of International Standards to support transition to Digital Twin

  • ISO 19650 (series) Organization and digitization of information about buildings and civil engineering works, including building information modelling (BIM) Information management using building information modelling

  • There is a continuous flow of information throughout the lifecycle of an asset,
  • The CDE captures, controls, manages and shares this information throughout.
  • An open format for CDE, the use of open standards, and linked information applications, based on international open standards, via open accessible ‘platforms’, while taking care of data security, data protection as well as protection against the misuse of data.

3.3.3.4 Project Information Requirements (PIR) Guide

  • Provide guidance on BIM Execution Planning

The BIM Execution Plan describes all aspects of BIM implementation on a project. Provide guidance from a technology perspective on how BIM integrates into project delivery processes; describe the information to be delivered, the IT requirements, file formats and interoperability.

3.4 Deliverables must be in the form of services provided to the TA per this SOW and of the products generated thereof such as, but not limited to, the following:
3.4.1 Services provided to the TA per this SOW and of the products generated thereof;
3.4.2 Technical reports such as, but not limited to, Technical instructions and Standing Operating Procedures;
3.4.3 Engineering and technical analysis, as required; and
3.4.4 Project, engineering and technical briefings, updates, reports, correspondence and project documentation.
3.5 Unless otherwise specified by the TA, one (1) hard copy and one (1) soft copy of these Deliverables must be provided to the TA. Soft copy deliverables must be provided in a Microsoft Office suite format, or as otherwise specified by the TA.
3.6 As a minimum Quality Assurance requirement, the Contractor is responsible for performing or having performed all inspections and tests necessary to substantiate that the services or materiel provided conform to the specifications and requirements of this SOW and any tasking issued. The schedule of deliverables must be in accordance with the priorities established by the TA.

The necessary documentation to support the bid in meeting this criterion must include a detailed re sume for the proposed resource, providing completed details as to where, when, month and year, and how, through which activities/responsibilities, the stated qualifications/experience were obtained.
The Bidder must demonstrate that the proposed resource has a minimum of ten (10) years of experience in enterprise level spatial software management related to the delivery of Architecture, Engineering & Construction (AEC) services. The necessary documentation to support the bid in meeting this criterion must include a detailed re sume for the proposed resource, providing completed details as to where, when, month and year, and how, through which activities/responsibilities, the stated qualifications/experience were obtained.

Point-Rated Requirements The Bidder should demonstrate that the proposed resource has a land surveyor designation from a professional provincial or federal survey organization. No OLS designation = 0 points
OLS designation = 10 points 10 The necessary documentation to support the bid in meeting this criterion should include the OLS certificate.

The Bidder should demonstrate that the proposed resource has project management experience in enterprise (network) spatial software deployment.
