The Personal Borrowing & Customer Engagement Management (PBCEM) supports Credit Origination, Adjudication and Servicing systems used by TD Canada Trust (Digital, Retail, Phone and MMS). Our team works closely with multiple technology groups and Retail Banking LOBs (Real Estate Secured Lending, Personal & Indirect Lending, and BACS) to develop, implement and support the Canadian Retail Bank’s credit applications such as RESL Credit Platform, Credit Origination Platform, CreditLink, Capstone, AdjudicAide, Loan, Mortgage, iApps and others. The team is comprised of technology professionals fulfilling the following roles: Technology Delivery Partner Management, Solutions Architecture, Business Systems Analysis, Development, and Application Management.
The PBCEM is a key construct within the Personal Banking Technology organization to improve competitive advantage and market leadership. It is an investment in CBADC’s people, processes, and technology to execute strategic technology delivery in an industrialized, cost effective, and high quality manner

Job Description
About This Role
The PBCEM Delivery group is seeking an experienced Development Manager to join our Personal Lending Portfolio team, providing Application Lifecycle Management and Technical Delivery expertise for highly complex, business critical, enterprise Applications covering a broad range of distributed technologies.
TD is embarking on a multi-year, multi-phase journey to build next generation Underwriting & Origination Platforms having Advanced Adjudication & Origination capabilities for Personal Lending products.
Following technologies are leveraged in engineering the Underwriting & Origination Platforms:
- Salesforce, powering state of the art Queue management capability
- Angular, delivering exceptional Digital experience for end users
- Java APIs, integrating with existing TD Systems
Reporting to the Senior Portfolio Manager, the role includes the following Accountabilities:
Application Lifecycle Management and Strategy
- Responsible for developing the strategic direction for each managed application
- Responsible for all aspects of application lifecycle through delivery, support and value realization
- Recommend, build, share and ratify an application roadmap with all appropriate stakeholders for each application
- Research and innovate to support decisions to build, buy, or reuse system components to meet stakeholder expectations and project deliverables
- Develop total cost of ownership estimates for applications across the portfolio applying concepts. such as depreciation, cost allocation, ROGI, ROI, NPV and IRR
- Continuously improve the performance of each application through constant monitoring and tuning
- Ensure compliance with IT Disaster Recovery Plan (DRP) and the department’s Business Recovery Plan (BRP)
- Understand Application Security implications and work with TRMIS to address security concerns
- Coordinate application lifecycle management (e.g. removal of applications from the portfolio due to retirement, or transition them to another service provider)
- Provide input and application expertise to assist IT planning, functional design, security, performance, operability and availability
- Maintain Application platform documentation
- Create project initiatives and champion them for improving Application health
Technical Delivery
- Provide technical oversight to project initiatives to ensure overall application design coherence and functional product roadmap compliance
- Work with multiple delivery partners (Shared Application Services, ITS, BMG) to ensure that delivery processes are effective and process bottlenecks are addressed
- Review project SDLC deliverables such as ABP, SRS, SDS, Test Strategies etc
- Ensure that project changes are reflected in Application platform documentation updates
- Work with Demand Managers to provide estimation support for Application Change Requests
People Management
- Resource allocation for Dev Leads and Developers for initiatives
- Foster a cohesive team environment within own team and across Demand Management, Application Management, Project Management teams as a whole
- Identify and source appropriate resources across all work streams, ensure all resources are used effectively
- Provide coaching and overall team leadership for team members and provide regular input into team members’ assessment of performance
- Prioritize and manage own workload and the workload of project team members in order to deliver quality results and meet timelines
- Support a positive work environment that promotes service to the business, quality, innovation and teamwork and ensure timely communication of issues/ points of interest
- Support succession planning
Requirements

- Undergraduate degree or Technical Certificate.
- Graduate Degree preferred.
- 10+ years relevant experience.
- Deep technical knowledge in Distributed (Angular/Java/J2EE/APIs/DB2/Oracle/SQL Server) technologies
- Strong in working with Agile & Waterfall environment
- Excellent understanding of design and Application Architecture
- Strong verbal and written communication skills are essential
- Self-driven and ability to champion causes and influence outcomes
- Ability to quickly learn complex systems and interconnections between systems
- Strong knowledge of SDLC and being able to think like a development manager
- Ability to balance between short term delivery needs and long-term application viability
- Effective time and task management skills, including the ability to manage concurrent deliverables
- Ability to act as a lead technical development expert and subject matter expert for a business application and/or a specific technology
- Ability to dive deep in to technical issues
- Ability to interact with Business Stakeholders and explain complex issues in an easy to understand language
