Job title: Traffic control supervisor – Transportation Infrastructure construction

Job description: Reporting to the Traffic Manager, Traffic Superintendent plays an essential role in project execution, who shall have authority to respond to traffic control requirements. The Traffic Superintendent shall be on the site full-time when construction activities are underway. This dynamic role is focused on assisting in implementing and maintaining, traffic control plans, monitoring of traffic operation in construction zones, lane closure measurement and verifications, schedules, managing labor, customer relations, client coordination, engineering, contract management, and procurement etc.
Responsibilities

  • Directing all traffic control operations on the site and coordinating with all stakeholder and contractors working on the Project.
  • Implementing the requirements of the traffic control plans and traffic advisory sign plans
  • Supervising and managing all activities of all Traffic Control Persons as well as Traffic Coordinators on the traffic site.
  • Prioritizing and ensuring the safe and efficient movement of all traffic and in particular buses and emergency response vehicles through the traffic site.
  • Maintaining direct line authority over all of Project Co’s traffic control personnel and procedures on the Site.
  • Liaising with the Province, the City and other local authorities as required.
  • Recording the actual duration of lane closures, full closures, detours and lane shifts and unauthorized traffic delays and forwarding this information, on a daily basis, to the Contracting Authority for information and appropriate action.
  • Monitoring queue lengths in active Sites and implementing appropriate measures when such queues affect the operation and safety of existing transit services, existing municipal roads and other provincial and municipal roadways.
  • Observing and recording Traffic and bus operations as directed by the Traffic Manager
  • Complete and provide Incident Reports occurring within the traffic zone within 24 hours of each incident.
  • Documenting traffic control measures and activities.
  • Overseeing all requirements of Project Agreement that contribute to the safety, convenience, and orderly movement of vehicular, cycling and pedestrian traffic.
  • Attending regularly scheduled traffic management meetings.

Knowledge, Skills, and Abilities

  • Five to Ten years’ minimum experience working in general traffic control procedures, standards and processes in the Lower Mainland as well as specific experience in Traffic Management plan implementation on large projects.
  • Experience working in a construction environment is a requirement.
  • Networks and relationships with Vancouver area subcontractors is a plus.
  • Post-secondary education and/or work experience in a related field.
  • Sound knowledge of MS Office suite, including Word and Excel.
  • Knowledge of traffic best practices, traffic regulations, and conditions is required.
  • Results and safety oriented with the ability to effectively manage and multi-task
  • priorities, timelines and deadlines in a fast-paced environment.
  • Exceptional time management skills and the ability to work independently and as part of a team.
  • Ability to work variable shift work, that may include nightshifts or weekends

Required Skills and Competencies
Experience/Qualifications:

  • Post-secondary training in traffic planning, traffic safety, flagging, and or equivalent experience.
  • Computer skills, preferably MS Office including Outlook, Word, and Excel.
  • Proficiency in planning and controls for traffic accommodation for civil engineering and highway construction projects
  • Familiarity with the current requirements for BC Transportation’s Traffic Accommodation in Work Zones publications.
  • Ability to understand and work with engineering and technical drawings as well as Project Schedules
