Responsible, within the limits of delegated authority, for the approval and control of the purchasing function for the facility. Investigates new developments relative to materials and supplies and makes recommendations designed to reduce costs and improve quality.
Responsible for developing and maintaining business relationships with vendors in order to facilitate purchasing materials at lowest cost, consistent with considerations of quality, reliability of source, urgency of need and scheduling deliveries. Reviews bids, quotes, and purchase orders for accuracy and applicability.

Responsibilities
1. Initiates purchase orders for specific commodities as determined by the Materials Manager.
2. Delegates responsibilities to Junior Buyer Associate and Buyer
3. Develops and maintains acceptable vendor base for purchased items and updates necessary written and computerized records and files for efficient operation.
4. Establishes and maintains raw material standards and current costs files.
5. Participates in budget forecasts.
6. Maintains acceptable inventory levels.
7. Negotiates prices, terms etc. with vendors as required.
8. Recommends purchasing policies and procedures within the limits of delegated authority and in accordance with Division and Company-wide policies and procedures.
9. Reviews and approves MRP purchase requisitions
10. Establishes and approves sources of raw materials and supplies. Receives quotations and secures bids.
11. Arranges for the sale of scrap, obsolete and surplus materials, and by-products.
12. May prepare buyer’s manuals to facilitate standard procurement practices.
13. Responsible for procuring all material required to complete fabrication and assembly to support established due dates driven by the Master Production Schedule.
14. Responsible for working with Production Control, Manufacturing and Purchasing team for any purchased parts coordination requiring follow-up/feedback.
15. Work closely with Scheduling, Processing and Engineering to understand the total requirements using the MRP reporting system for purchased parts, individual periodic quantities along with negotiating and placing orders.
16. Works closely with Quality Assurance to ensure material received meets acceptable quality standards and arranges for disposition of unacceptable material.
17. A sense of urgency is essential while coordinating with necessary departments to ensure material requirements are met.
Qualifications
Education Required: Bachelor’s Degree and/or designation of SCMP, CPP or CPPM. (Supply Chain Management Professional/Certified Purchasing Professional Manager)
Experience Required: 5+ years preferred
