Reporting to the Advisor, Enterprise GIS, the Senior Business Systems Analyst will be responsible for conducting the analysis activities required to understand the structure, policies and operations of Regional programs in order to recommend GIS/IT solutions that enable the program to achieve its goals. The analysis can be conducted at enterprise, program, service, process, project or functional levels.
Responsibilities:
- You will elicit the needs in terms of functional, non-functional or information requirements of the technology solution and manage the requirements elicitation activities from the initial stages to delivery of the technology solution.
- You will also perform requirements management and communication tasks by managing requirements conflicts, issues and changes
- Prioritize and progressively elaborate stakeholder and solution requirements in order to enable the project team to implement a solution that will meet the needs of the sponsoring organization and stakeholders
- Assesses proposed solutions to determine which solution best fits the business need, identify gaps and shortcomings in solutions, and determine necessary workarounds or changes to the solution
- Documents the analysis outcome using formal techniques such as workflow diagramming, use case analysis, process mapping and conceptual information/data modeling amongst others, and develop/assist with the development of business cases to properly justify projects or efforts intended to bridge the gap between the business needs and an implemented solution
- Translates the functional or user requirements into system concepts and system specifications including the determination of non-functional requirements and technical constraints.
- Carries out direct or indirect activities such as writing of technical specifications for RFPs, solution architecture and design, build, system test or technical acceptance from vendor, technical documentation and solution deployment
- Assists with usability and solution acceptance testing to ensure agreed upon requirements are properly supported by the delivered solution, and conduct TRA.
Qualifications:
- A university degree in Computer Science, GIS, or a related field with a minimum of five (5) years of experience as a GIS Business or Systems Analyst; or an equivalent combination of education and experience
- Experience with ESRI or Intergraph
- Certified Business Analysis Professional – CBAP certification from International Institute of Business Analysis required or obtained within one year of employment
- Expertise in BPMN and UML modeling notations
- Aware of model driven architecture (MDA), and service oriented architecture (SOA)
- Extensive experience conducting Joint Application/Analysis Design (JAD) sessions
- Expertise in all aspects of the Systems Delivery Life Cycle
- Practical knowledge of agile methods and traditional (waterfall) methods
- Software development expertise
- Aware of best practices in information technology service and solution delivery such as PMBOK, COBIT, ITIL, etc.
- Experience with Oracle or SQL Server
- Experience with two or more software development and design tools listed: Oracle, SQL Server, PowerBuilder, Visual Studio (C++, VB, C#, ASP.NET), Java, HTML, Python, XML (XML Publisher, XML Spy), Enterprise Architect, Toad, Erwin, DB Scripting (PL_SQL, Transact SQL), RoboHelp, Visio, Crystal Reports, Document X and Help Studio and other similar application development tools
- Web Modeling experience, Enterprise Service Bus experience and/or Customer Relationship Management systems is considered as an asset
- Ability to travel to various regional locations

Location: Due to Covid-19, some of our offices are working at limited capacity to protect the health and safety of our employees, clients and community. As such, this position will be required to work remotely for an undetermined period. Once working onsite, you will report to 10 Peel Centre Drive, Brampton.
