Job title: Tobacco and Electronic Cigarettes Control Officer

Job description: Reporting to the Manager, Health Protection, is responsible for promoting, monitoring and ensuring compliance with the Smoke-Free Ontario Act (SFOA) and the regulations thereto, to regulate smoking and vaping in public and work places and to prohibit youth access to tobacco and electronic cigarettes; educating the public on tobacco control matters and the health hazard effects of smoking and vaping; fulfilling the Ministry of Health (MOH) “Mandatory Health Programs and Services Guidelines”, in order to prevent and decrease health hazard effects of smoking, vaping and second hand smoke in the Region.

Major Responsibilities

 Provides inspection services in the community in accordance with inspection requirements as determined by the SFOA and the Mandatory Health Programs and Services Guidelines of the Ministry of Health.

  • Monitors on a routine basis, conducts inspection and surveillance of workplaces and public places/ premises for compliance with the SFOA.
  • Acts in the capacity of a Provincial Offences Officer to enforce the requirements of the SFOA.
  • Implements and enforces the SFOA by making site visits, orienting and educating premise owners regarding their obligations under the Act.
  • Provides advice and information to the community and public on tobacco control matter.
  • Presents training courses/information sessions on the SFOA and educates the general public and targeted groups including service clubs, school boards, etc., using appropriate teaching aids.
  • Provides the public with health-related information on tobacco control and electronic cigarettes issues, such as where smoking and vaping is prohibited, banned tobacco products, laws as it relates to the sale and supply of tobacco and electronic cigarette products under the SFOA.
  • Maintains electronic and manual records in accordance with Regional standards.
  • Completes reports and statistics as required by Regional standards and MOH requirements.
  • Performs other duties as assigned, in accordance with Branch and Department objectives.

Qualifications

  • Successful completion of a Community College Diploma in Law Enforcement, Social Sciences, health-related field or approved equivalent combination of education and experience.
  • Minimum one (1) year law enforcement experience, and understanding of Public Health law.
  • Valid Ontario Class “G” driver’s license, free of serious offences under the Highway Traffic Act, and reliable vehicle for use on corporate business.
  • Satisfactory Police Vulnerable Sector Check (PVSC).
  • Knowledge of the principles and practices of law enforcement.
  • Current knowledge of relevant legislation, regulations and Regional programs including the SFOA and ECA, as well as the Mandatory Health Programs and Services established by the MOH.
  • Demonstrated skills to conduct quality inspections and complete comprehensive documents and reports.
  • Strong communication skills to effectively interact with Regional staff, community partners and the public.
  • Ability to enforce acts/regulations and to issue violation under difficult/stressful conditions.
  • Ability to utilize discretion appropriately when enforcing regulations and interpreting guidelines.
  • Ability to mediate and resolve conflict situations.
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
