The Major Projects and Alternative Procurement Branch (MPAP) is responsible for all aspects of strategic planning, programming, alternative procurement and delivery of the Ministry’s major transportation projects throughout the Province. The branch is collaborative working with the Transportation Investment Corporation’s (TI Corp), who provide procurement, delivery, and commercial oversight for major capital transportation projects. MPAP’s major capital projects are typically valued at greater than $250 million and include elements of complexity with respect to planning, design, and procurement.
The Manager, Finance and Administration manages a wide range of corporate services for Major Projects, including financial and budgetary, human resources, systems, information management services, facilities and business continuity planning.
The Manager, Finance and Administration provides leadership and direction in planning, developing, implementing, managing and evaluating all corporate services for Major Projects, including financial, budgetary and contract management, human resources, systems and information management, communications, facilities and asset management, and business continuity planning. This position will manage the finance and administration for one or more Major Projects. This position manages all centralised corporate services provided to the staff and private sector consultants situation in various locations through the Lower Mainland and the province of BC. The position receives strategic direction from the Director, Finance, Major Projects and works with considerable independence in determining and providing the range of support services. The Manager, Finance and Administration provides and oversight role and is accountable for delivering services through the direction and supervision of finance and administrative staff. To effectively provide a high level of management support, the position must develop effective working relationships with a wide variety of internal ministry and government staff as well as external stakeholders.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:
- Bachelor’s Degree in Business Administration, Public Administration, Commerce, Accounting, or other related field with formal training in contract management, financial management and control, and project management; OR
- Completion of Level Ill, Financial Management Certificate, plus Office of Comptroller General course in Contract management; OR
- An equivalent combination of education and experience may be considered.
- Preference may be given to applicants with a Professional accounting designation (CA, CMA or CGA) or equivalent
Experience must include the following:
- Minimum 3 years experience in budget development and financial analysis including:
- Interpreting and applying Public Sector Accounting Standards (PSAS) or government financial related legislation and policy (e.g. CPPM, FAA, BBMAA, and BTAA).
- Developing and maintaining working relationships and resolving problems with internal and external stakeholders.
- Full procurement life cycle and analyzing complex issues, evaluating options and recommending solutions; as well as knowledge of procurement policy development, risk management, conflict resolution, contract law, trade agreements, public procurement policy and Government procurement practices and issues.
- Minimum 1 year in the leadership and supervision of staff including assignment of work, development and evaluation of performance plans, approval of leave and the initiation of performance management plan processes.
