Main Purpose & Function
The Branch Manager, Street Use Management is a key leadership position within the Public Space and Street Use Division and is responsible for a broad range of uses on the City’s street network. The position oversees programs that facilitate, permit, and enforce the economic uses by businesses and the public. This includes patios, merchandise displays, street entertainment, food trucks and the public bike share program.

This position is also responsible for the management of all staff in the Street Use Management branch. The Branch Manager works closely with other divisions within Engineering Services, such as Transportation and Streets, as well as other departments across the City such as Planning, Urban Design and Sustainability (PDS) and Development, Building and Licenses, on a varying number of complex topics.

Key external contacts this position liaises with are Vancouver Bike Share Inc. (VSBI), Business Improvement Areas (BIAs), Vancouver Coastal Health, local businesses, and varying economic partners within the Province.

Specific Duties & Responsibilities

  • Leads and directs human resources activities including recruitment and selection, assigning responsibilities, labour relations, performance management, attendance management, discipline, grievance handling, and other personnel issues including staff coaching and mentoring
  • Oversees the annual and seasonal patio program; street vending; merchandise displays; street entertainment; public bike share program; and other emerging uses associated with climate emergency
  • Ensures customer service and processes are improved for street use programs to incorporate lessons learned from the patio program and allowing for greater opportunities for use of space
  • Manages the existing public bike share program and leads its expansion, which includes the introduction of e-bikes to the system and geographical growth through redevelopment opportunities and on city streets
  • Leads a coordinated approach to meet needs for curbside electrical uses, including food vendors, special events and e-bikes, in support of climate change emergency goals
  • Facilitates new public realm uses in line with community plans, overall community needs and other strategic policy
  • Ensures continuous improvement and best practices are applied in the Branch
  • Establishes the operational direction of the branch, and develops and implements policies and procedures
  • Collaborates with other departments to support other uses based on needs within the community
  • Oversees the development and implementation of public and stakeholder consultation processes including attendance at weekend and evening meetings and workshops, and handling difficult and politically sensitive issues in a variety of venues
  • Establishes and administers branch operating and capital budgets, develops and reports on branch metrics, administers project accounts and identifies financial risks
  • Establishes, tracks, and analyzes operational performance goals and metrics to drive continuous improvement exercises and initiatives
  • Leads routine and proactive reviews of Branch processes, engineering standards and specifications, and project and program management standards, based on technical expertise and lessons learned
  • Responds and presents to City Manager’s Office, and Council, overseeing implementation of Council priority initiatives
  • Acts as media spokesperson on related topics and issues
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • Bachelor’s degree in Engineering, Planning, or Landscape Architecture
  • A minimum ten years of demonstrated experience in managing street use programs for a municipality, or an equivalent combination of education, training and experience
  • Experience managing, leading, motivating, coaching and sustaining highly effective teams made up of diverse members

Knowledge, Skills and Abilities:

  • Extensive understanding of City-wide and Community plans
  • Knowledge of municipal governments and regulatory compliance
  • Knowledge and understanding of capital and financial management
  • Knowledge of management principles, policies and practices including recruitment and selection, leadership, performance, attendance management and collective agreements
  • Excellent skills in research, analysis, and problem-solving within a complex and dynamic environment; ability to think innovatively, solve complex problems and present solutions in clear and compelling terms
  • Excellent leadership skills with the ability to motivate, engage and mentor staff
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Ability to influence others while respecting the sensitive and political challenges that impact decisions
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Ability to exercise tact and discretion in dealing with confidential and sensitive matters
  • Ability to organize, coordinate, and manage projects and programs crossing multiple divisions, multiple business processes and multiple stakeholder groups
  • Ability to work well under pressure and manage multiple projects, programs and processes with competing schedules and resources
  • Ability to innovate, lead and implement change in the workplace
