If you are searching for a rewarding career opportunity, we have an exciting position for you to explore as a Program Administration Officer 4 (Employment Development Strategist) with the Employment Nova Scotia (ENS) Division of LSI.
As an Employment Development Strategist working within one of four regions in the province (Bridgewater) you will be responsible for fostering advanced specialised program development and management of unique and emergent regional employment and labour market development programs and projects.
You will be responsible for and will undertake proactive program development through planning with the community that includes you directly engaging in and implementing activities such as facilitation, consultation, and collaborative processes with citizens, service delivery partners and others in employment and the labour market development field.
These activities will result in action plans that focus on employment intervention projects and regional program development for which you will be responsible to design and oversee. It will also assist communities to build their capacity for on-going and future identification of labour market issues, opportunities, and solutions.
As the division has a focus on outcomes that increase independence and self-sufficiency for vulnerable Nova Scotians to improve their long term economic and social status, the Employment Development Strategist focuses on initiatives and programs that ensure outcomes are achieved for equity seeking and underrepresented Nova Scotians. The Strategist develops, manages, and advances strategic programs and initiatives for funding investment support that address the challenges and opportunities of regional labour markets.
You are an innovative and strategic thinker, who is able to build strong relationships with senior representatives externally and within government to help support the development of the labour market in Nova Scotia,
You will work as a member of a regional team and report to the Manager of Labour Market Program Operations in your region. Internally, you will work closely with other regional Employment Development Strategists, with colleagues from the Skills & Learning branch and stakeholders within the department and across government to advance the development of regional employment. Externally, you will work with a broad array of government and non-government community stakeholders.
Primary Accountabilities
- Develops, implements, and manages local labour market programs and projects that address the employment needs of Nova Scotians, including economically vulnerable Nova Scotians and those who are underrepresented in the labour market.
- Makes local/regional funding investment recommendations, negotiates, and maintains oversight of multiple contribution agreements and the management of the related projects of significant impact and significant investment funding levels.
- Reviews and assesses solicited and unsolicited complex project proposals/labour market development opportunities.
- Provides strategic advice both on the broad labour market and employment services system and in cases where specific knowledge of issues and/or sectors is required.
- Facilitates and leads community collaboration and builds partnerships for the purpose of identifying, developing, and implementing innovative programs or initiatives that support unique local/regional labour market needs.
- Contributes to solution development and planning of labour market challenges across the Employment Nova Scotia division, Skills and Learning branch and government.
- Develops and implements regional outreach plans to support community awareness of labour market development initiatives, programs, and services.
Qualifications and Experience
This may be the right opportunity for you if you have a bachelor’s degree in a related field with six (6) years of related experience or an equivalent combination of training and experience may be considered. You must have applied experience in program and policy development and implementation. You have strong communication and interpersonal skills. You also have the required experience leading community consultations and facilitating groups of people to develop and implement action plans that lead to employment outcomes. You have experience initiating and building custom employment projects and programs with community partners and stakeholders and seeing them through stages of implementation, completion, and evaluation.
You understand and apply change management strategies and you effectively solve problems. You think strategically and make decisions by connecting with stakeholders using strategic approaches. You establish professional and productive working relationships both internally within government and externally with stakeholders such as service providers, community agencies, employers, sector councils, industry organizations and economic/labour market development roles or agencies in the community (e.g., municipal government).
You demonstrate a strong understanding of, and commitment to, equity, diversity, and inclusion. You have experience working with and understanding the needs of various communities (e.g., African Nova Scotians, Persons Living with Disabilities, Youth, Older Workers, Indigenous, Francophone, Newcomers and Immigrants) that are part of the labour market and the challenges they face in achieving full labour market integration. You possess a solid knowledge of current issues and opportunities in the context of the Nova Scotia labour market.
You posses exceptional verbal and written communication skills. You are proficient using Microsoft Office programs and applications.
While not required, bilingualism (French/English) is considered an asset.

Pay Grade: PR 17
Salary Range: $2,913.59 – $3,421.98 Bi-Weekly
