The Manager, Database Administration is responsible for overseeing the selection, implementation, enhancement, and support of the LCBO database to help meet the organization’s corporate goals and maintain its day-to-day core functions. In addition, this position actively engages with management, operations, and functional stakeholders to proactively identify database and process improvement opportunities, gather requirements, evaluate business cases, assess and identify technical solutions, develop documentation, manage project execution, and deliver end-to-end solutions that meet the LCBO’s technical and business requirements.

About the Role
- Leads and supervises the day-to-day administration, management, troubleshooting, and support of enterprise databases within the LCBO technical environments, integration with other systems as necessary, and the maintenance of high standards for availability and security
- Ensures monitoring is in place for key production systems on a 24/7 basis
- Directs database structural updates in development and production environments
- Provides performance monitoring and tuning to ensure efficient operations of databases against established KPI’s and SLAs
- Manages the activities required for database utilization analysis, database sizing, database systems support and integrity controls throughout their lifecycle.
- Leads the implementation, development, and innovation for disaster recovery testing of technical backup/recovery procedures to restore databases in the event of systems failures and ensure business continuity. Liaises with other business unit leaders to ensure alignment of disaster recovery plans; Develops and maintains disaster recovery documentation, testing results, lessons learned, and continuous improvement plans, ensuring a secure processing environment that protects the integrity and availability of information and the LCBO’s applications and databases
- Leads the process definition and the development of standards and procedures to ensure repeatable processes that enable highly available database solutions
- Provides leadership towards transition to new technologies, cloud-based services, in coordination with other IT teams
- Manages and directs database capacity management, and cross-application integration efforts, providing proactive analysis and recommendations for database improvements across the portfolio
- Provides technical direction for the selection, evaluation, configuration, and system integration from definition through implementation of new and existing database solutions.
- Oversees patching activities that address improvements in security, functionality, and performance
- Collaborates with other internal IT teams to ensure appropriate database integration and enterprise architecture to satisfy business needs
- Implements database solutions consistent with the architecture of the applications and best practices in administration and support that align with the LCBO’s strategic goals and objectives
- Proactively manages licensing requirements and utilization of all database platforms to ensure within compliance
- Directs activities to integrate security tools, standards, and processes within the LCBO’s databases, including their administration, troubleshooting, support, deployment, and maintenance
- Accountable for database access control and governing of access gatekeeping policy and processes
- Leads the efforts to ensure the Database Administration team is trained with the appropriate level of security knowledge to perform their daily activities
- Supports incident response and database architecture processes by providing database security expertise when needed, to ensure cohesive, integrated, and secure enterprise solutions
- Provides leadership and technical guidance to database framework and security projects, from initiation to closeout, ensuring the successful delivery of database security requirements aligned with audit and other compliance requirements.
- Assesses adequacy of existing policies, processes, and controls related to enterprise and production databases against compliance obligation requirements (industry, legislative, corporate, etc.)
- Works with senior IT management to devise and implement remediation plans to mitigate identified compliance and audit risks and issues, and to improve processes and controls related to database operations
- Serves as the technical subject matter expert for database security compliance obligations and liaises with senior management, other IT teams, and internal and external auditors to identify areas of concern, develop relevant solutions, provide management responses, track progress and drive actions to completion.
- Provides technical and business inputs to IT senior management and other business unit leaders to identify business requirements for annual business planning purposes, by identifying opportunities for effective use of new technologies and service methodologies practices to support the LCBO’s strategic goals and objectives
- Leads department operational and strategic planning, including fostering innovation, planning projects, and organizing and negotiating the allocation of resources and work effort
- Plans and manages the database implementation strategy in accordance with the overall IT strategy and the LCBO business strategy and service values
- Maintains ongoing strategic partnerships with fellow leaders, internal technology and business stakeholders, information systems vendors, service providers, consultants, and others to build and maintain partnerships, develop trust, and positive working relationships
- Develops vendor and contractor staffing plans that optimize cost and provide maximum value to the LCBO, including tracking and taking appropriate steps to stay within budget
- Conducts performance evaluations and administers other personnel functions within the guidelines of set policies and procedures.
- Drives resource and capacity management across the team to support projects and allocation of assignments.
- Leads the development of training plans and obtains input from team members to enhance technical, analytical, and business capability across the team
- Establishes measurable individual and team objectives aligned with business and organizational goals
- Provides development opportunities for direct reports that align with associate career goals and technology initiatives/priorities
- Supports the database budgeting activities (CapEx and OpEx) and the overall IT budget
- Provides input to senior IT leadership on IT financial forecasting
- Responsible for the successful delivery of all database projects and initiatives, in alignment with the LCBO’s long-term strategic priorities.
- Actively manages current software licensing and support agreements to ensure the LCBO gains value for money
- Maintains ongoing service provider relationships to ensure SLAs are within agreed-upon targets
- Provides key inputs in the development of vendor performance and evaluation measures during the procurement process, ensuring effective review and quality control of results
About You
- College Degree
- Bachelor’s degree in Computer Science, Information Systems, or a related area is preferred
- 7-10 years of total experience in the IT industry
- 5 years of experience as a database administrator (DBA)
- 3 years of experience in a leadership role
- Advanced proficiency in Structured Query Language (SQL)
- Experience with Oracle, SQL Server and DB2 databases
- Experience with open-source databases (ex. MySQL, PostgreSQL, MariaDB)
- In-depth knowledge of database technologies, architecture, and data security
- Experience in Performance Tuning, Backup, Restore, Recovery
- Experience working with multiple operating systems (Linux, UNIX, AIX, Windows)
- Solid understanding of Software Development Lifecycle (SDLC) and Quality Assurance (QA) requirements
- Experience with enterprise deployment strategies (load balancing and high availability implementations)
- Excellent verbal and written communication skills including the ability to explain technical concepts and technologies to senior leaders and business partners
- Excellent Service Management skills in the areas of Incident, Change and Problem Management
- Effective resource management of multiple concurrent projects and competing priorities
- Experience with IT processes, governance, and IT frameworks
- Experience with license and vendor management
- Demonstrated knowledge of emerging technologies, trends, and platforms
Preferred:
- Experience with Oracle RAC, Data Guard, Golden Gate
- Experience with NoSQL databases (ex. MongoDB, Redis, Cassandra)
- Experience with public and private cloud technologies
- Experience in enterprise and data architecture
