The Compensation Policy and Programs Branch (CPPB) is responsible for the stewardship of approximately $4 billion in annual expenditures by MOH on compensation for physicians and other health care workers. CPPB works closely with key stakeholders such as the Medical Services Commission (MSC), Doctors of BC (DoBC), health authorities, the Health Employers’ Association of BC, other professional associations and unions, alternative service delivery providers (i.e. Health Insurance BC (HIBC), CGI), and other organizations to ensure that these programs provide real and measurable value for both patients and taxpayers.

The MSP Payment Schedule unit has two distinct work flows:

The Manager, Payment Schedule Administration administers the MSC Fee-for-Service Payment Schedule for British Columbia physicians, which determines payment for insured medical services provided to beneficiaries enrolled with the Medical Services Plan. In addition, the position is an integral component of the Doctors of BC (DoBC) Tariff Committee process and various other stakeholder committees and organizations such as HIBC and the Medical Advisor’s Committee. The Manager, Payment Schedule Administration reviews applications from specialty sections for new fees, amendments to existing fees and funding allocations, and develops, recommends and implements payment schedule policies and procedures in accordance with legislative and Ministry program requirements.

The Manager, Billing Rules Administration develops and oversees the rules that apply to the 4,000 plus fees in the MSC Payment Schedule and other Payment Schedules. This position ensures that the rules are clearly communicated and understood by physicians submitting them and are properly implemented by Health Insurance BC, the contracted resource that operates the payment system. In addition, this role has a key function with various committees (e.g. General Practice Services Committee (GPSC), Specialist Services Committee (SSC)) to manage processes associated with disbursement of negotiated targeted funding allocations. This position also serves as the ministry’s direct liaison with HIBC.

The Senior Payment Schedule Administration Analyst independently manages assigned policy development projects that focus on the review and revision of existing ministry programs and legislation, and operational improvement projects/initiatives to improve the unit’s workflow and productivity. It serves a pivotal role in the ongoing coordination, administration, management and monitoring of the various components of the MSC Fee-for-Service Payment Schedule for British Columbia physicians which determines payment for insured medical services provided to beneficiaries enrolled with MSP. The position works closely to support both the Manager – Payment Schedule Administration and the Manager – Billing Rules Administration in the intake review and evaluation of new and existing fees as well the development of in the billing rules, monitoring process of fee items, the proactive mitigation of potential issues and to ensure compliance with ministry legislative, contractual and programmatic requirements.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Master’s Degree in Health Information Science, Public Administration, Business Administration, Economics, or other related program of study and a minimum of 1-year recent, related experience; OR
  • An equivalent combination of education/training and experience may be considered.

*Recent, related experience must include all of the following:

  • Experience researching, analyzing, developing and/or implementing policy.
  • Experience in data analysis and interpretation.
  • Experience preparing written materials in a variety of formats and for a variety of audiences, such as creating presentation materials and packages, briefing notes, reports and issue papers.

Preference may be given to candidates who have one or more of the following:

  • Experience working with payment schedules or similar reimbursement systems.
  • Experience analyzing and evaluating program/process performance and/or leading process improvement reviews.
  • Experience managing projects and/or significant project components.
  • Related experience working in the health care sector.
