Reporting to the Deputy Minister of Department of Economic Development and Transportation, the Director, Finance and Administration (Director) is responsible for providing a full range of financial and administrative services to the Department of Economic Development and Transportation (ED&T) including preparation of the Department Operational and Maintenance budget, Five Year Capital Plan, Main Estimates, and subsequent budget control throughout the fiscal year. The Director, Finance and Administration is the chief financial advisor in the Department providing expert financial advice to the Minister, Deputy Minister (DM), Assistant Deputy Minister (ADM), Directors and Manager of the three (3) branches within the Department of ED&T. The position also provides financial analysis and advice on a wide range of government issues as well as departmental programs and projects.

The Director, Finance and Administration is accountable for the effective and efficient management and integration of key departmental corporate functions including human resources, the implementation of the department’s Inuit Employment Plan, and Inuit Qaujimajatuqangit approach to operations. The position works within a Legislative and Policy framework and carries out its responsibilities in accordance with the Government of Nunavut acts, regulations, policies, and departmental procedures that includes the Financial Administration Act, Financial Administration Manual, Contract Regulations, Public Service Act, Public Service Regulations, and various Government policies. As a member of the Senior Management team, the Director participates in setting priorities and objectives and plays a major role in the preparation of all departmental proposals, option papers and decision papers tabled by the Minister with the Legislative Assembly or the Financial Management Board or Cabinet. The Director must also contribute to the determination of the departments work priorities by developing the departments Main Estimates, Three Year forecast, Budget Development Worksheets and assist with the development of the annual Business Plan including developing briefing notes and binders, which include budgetary, financial, and human resources matters for all departmental issues for the Minster, DM, and ADM’s. The Director must also regularly brief the DM and ADMs on matters related to the day-to-day internal operations of the department over all three branches.

The knowledge, skills, and abilities required for this job are usually obtained through a recognized degree preferably in Finance, Business Administration, Accounting, Economics, or a related field, plus eight (8) years of progressive experience in financial and human resource management, including at least five (5) years of management experience. An Accounting designation is considered as an asset. This is a Position of Trust and a satisfactory Criminal Record Check is required.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
