The Director, Medical Administration, BC Cancer reports to the Senior Executive Director, Medical Affairs and Quality, is accountable for the overall operations and administration of BC Cancer’s provincial medical administration portfolio which includes medical staff (i.e. physicians, dentists, nurse practitioners, etc.), and holds administrative oversight for residency training programs for residents, clinical fellows, etc.

What you’ll do

  • Develop and implement an annual operating plan that incorporates the strategic, operational, human resource, change management and fiscal goals for the medical administration portfolio at BC Cancer.
  • Provide expert advice and consultation to BC Cancer executive leadership and senior medical and operations leadership regarding the complex issues and BC Cancer, PHSA and MoH agreements, medical staff rules and bylaws, terms and conditions, policies and processes that form the financial and policy framework of medical administration.
  • Oversee development and ongoing portfolio-level management of BC Cancer physician Alternative Payment Plan (APP) and operating funded compensation and expense budgets, including clinical and medical leadership compensation and the Special Education Research Program (SERP). Regularly analyze budget variances and provides regular forecasts to BC Cancer executive on medical staff human resource and contract changes along with budget utilization to support resource allocation decisions. Recommend corrective actions to ensure budget compliance.
  • Assess plans for clinical service delivery to link to budget allocations, medical staff resource planning, workload reporting, and MoH funding applications.
  • Plan physician resource allocation for new regional centres and cancer strategy.
  • In collaboration with the Senior Executive Director, Medical Affairs and Quality, negotiate with BC Cancer physicians to generate BC Cancer specific contract agreements, consistent with PHSA, UBC and MoH policies and agreements.
  • Sign contracts and approves payments on behalf of the Senior Executive Director, Medical Affairs and Quality.
  • Develop medical leadership role descriptions and performance evaluation frameworks and collaborates with the Senior Executive Director, Medical Affairs and Quality and Medical/Dental Staff Association to promote medical leader training and development, succession planning and physician engagement strategies.
  • Oversee administration of BC Cancer’s SERP for specialist physicians. Liaise with regional medical leadership to plan annual budget and project schedule and to confirm eligibility. Follow with program participants and medical leaders for project proposals, regular progress reports, completed reports, and evaluations.

What you bring

  • A level of education, training, and experience equivalent to a Master’s Degree in Health Administration, Business Administration, Public Administration or relevant health care discipline
  • Seven (7) to ten (10) years recent, related healthcare experience with emphasis on human resource and financial management, and significant experience/knowledge of the complexities of physician relations and physician administration.
  • Proven operations management experience.

  • Facilitate and encourage cooperation between diverse operational groups and skill sets, to work collaboratively to problem-solve and design and implement solutions, and strong negotiation skills to influence others, both internal and external to the organization at various levels.
  • Provide strategic direction and to analyze/resolve problems from a global perspective.
  • Effectively manage fiscal resources.
  • Use database, spreadsheet and word processing software at an advanced level.
