Your role
Reporting to the Senior Managing Director for Quebec and Atlantic, this role will liaise with all CBC Quebec managers, acting as a strategic partner to deliver on all staffing priorities for CBC programming in Quebec, including the Cree Language Unit. This role will also partner with People & Culture to provide CBC Quebec management with strategic advice on all staffing priorities, and drive processes and staffing initiatives forward.
The Manager, Administration, Staffing and Development will oversee the scheduling and training plans for CBC Quebec staff and organize the hiring, onboarding and development of employees.
Responsibilities:
- Manages, directs and oversees staffing priorities for CBC Quebec programs and newsgathering
- Manages the Administration team and ensures the objectives and priorities for time reporting, upgrades etc. for payroll, and schedules are continuously met
- Resolves a wide range of day to day administrative issues
- In partnership with CBC Quebec senior leaders, identifies emerging needs, gaps and trends as they relate to all staffing and staffing development priorities and initiatives, including internships
- Provides advice and recommendations to the senior leadership team and show producers on the hiring and assignment process, to ensure assignments, status and compensation reflects business need and consistency of application
- Organizes and manages onboarding of new staff
- In conjunction with the Senior Leadership Team, maintains a comprehensive training program for CBC Quebec employees
- Consults with Business and Rights and Human Resources to manage complex compensation needs and contracts
- Represents the business needs and operational requirements of CBC Quebec in collective bargaining, as necessary
- Acts as departmental liaison with other CBC departments including Human Resources,Talent Acquisition, Finance, Learning and Development, Content Development and French Services
- Acts as a thought partner, brainstorming and identifying solutions to challenges
- Reviews and assesses resources and processes continuously to improve and adapt to business needs and change
- Builds successful relationships with key stakeholders internally and eternally, to help drive results
- Carries out other duties to support the shifting needs of the company and its employees
Qualifications
We are looking for a candidate with the following:
University degree or equivalent
Ten years experience in a news and current affairs environment, including a minimum five years leadership experience
Hands-on experience working in a programming and/or news environment
Requires knowledge and understanding of CBC Quebec operations and priorities
Strong strategic thinker with analytical, decision-making, project management, facilitation and organizational skills
Strong critical thinking, problem solving and negotiation skills
Regularly applies conflict resolution skills both within and outside the department when dealing with sensitive issues. Demonstrates sensitivity to the needs of the various individuals and components
Requires excellent interpersonal skills in order to deal with a diverse workforce in different locations, from production and administrative staff, on-air talent through to senior management levels
Demonstrates a thorough understanding of the CBC’s collective agreements and Human Resources policies and how to apply them to specific and broad issues
Demonstrated success in planning and developing long-range projects and initiatives.

Bilingual (English and French)
