Our Commercial Management – PRESTO & Marketing Office is currently seeking two Managers to join their team. Under the general guidance of the Senior Manager, Commercial Management (PRESTO), the Managers will provide guidance and operational management of commercial decision-making and promotion of coordination of commercial leadership across the corporation. The Managers of Commercial Management will also provide commercial advice to the Senior Manager and Director of Commercial Management, and other Metrolinx senior leaders and partners.
What will I be doing?
- Responsible for the development and implementation of comprehensive strategies, methodologies, tools and techniques for commercial management excellence and continuous improvement.
- Facilitates the development and implementation of commercial management systems, standards and operational procedures to ensure fulfillment of strategic and value for money objectives of the organization’s large and complex operational initiatives.
- Analyzes and reports to commercial team leadership on commercial negotiations, risks, contract performance (budget, schedule, and quality), and contingency utilization; develops contract performance reports and maintains monthly, quarterly and executive management reports and distributes as needed.
- Provides input and guidance into complex negotiations and leads the management, analysis and resolution of disputes including advising senior management on strategies and negotiating with contractors on behalf of the Division.
- Performs financial, analytical, and strategic analysis, due diligence and research to determine best course of action and recommendations to minimize financial impact to Metrolinx and maximize value for the organization, the stakeholders, clients and customers
- Provides subject matter expertise to support commercial, strategic and financial works and activities across the broader commercial management team
- Strong stakeholder and organizational skills to conduct and manage commercial management meetings and working sessions with internal and external stakeholders and result orientation towards key objectives
- Develops executive memos and presentations on commercial and financial analysis and reports for senior management and presents them to aid decision-making
- Manages the undertaking of reviews and analysis of the Division’s commercial documents to ensure that the appropriate contracting strategy and contractual clauses are applied to reduce risk and protect the interests of Metrolinx.
- Leads the development of contract negotiation, governance and management strategies to ensure that Metrolinx effectively negotiates contracts that adhere to Metrolinx policies and procedures, and to minimize corporate liability and risk throughout the contract lifecycle. Identifies and closely monitors contractual risks, constraints and contingencies to avoid or mitigate additional costs, penalties and delays. Supports the development of, and directly implements, mitigation tactics throughout the project lifecycle.
- Monitors contract performance through pro-active issue resolution, negotiation of change requests/amendments, and standardized internal processes that contribute to achievement of desired service levels and Key Performance Indicators (KPIs).
- Interacts with senior staff from internal and external stakeholders with respect to claims, dispute resolution, etc. including Procurement, Legal, external claims and legal consultants, contractors, and consultants
- Manages the provision of commercial management expertise and advice to project teams across the organization regarding all aspects of contract administration and risks through the lifecycles of large-scale, concurrent projects.

Qualifications
- Completion of a degree in Business, Management, Civil Engineering, Contract/Construction Law, or a related discipline – or a combination of education, training and experience deemed equivalent.
- Completion of MBA (Master of Business Administration) is considered an asset
- Minimum 8 years of experience in progressively responsible roles related to commercial management, vendor management, strategy, M&A, finance and analytics related works including at least 4 years of experience managing large, complex, multi-year projects
- Ability to perform advanced level analysis, interpret and evaluation financial data, and recommend solutions to non-recurring problems.
- Methodical, hands-on, resourceful, and detail-oriented approach to problem solving and analytical research
- Proven experience in managing projects in a multi-functional / multi-cultural environment.
- Sound management and motivation skills to manage departmental staff and lead projects and motivate a team of commercial management professionals.
- Experience in adapting to ambiguity and changing situations; Solid influencing skills to convince senior management, colleagues, clients and contractors of the need to adhere to commercial management control processes.
- Solid negotiation and oral/written/presentation skills to deal with all contract administration and commercial management issues and to lead claims negotiations with contractors.
- Demonstrated experience in assessing situations to determine the importance, urgency and risks, and make clear decisions which are timely.
- Proficiency in MS Office (Excel, Word, Visio) with an understanding of database management systems.
