Responsibilities

About the project:

This brownfield project will significantly enhance the service delivery proposition for riders across Toronto and surrounding areas and will ensure a long-lasting sustainable economic, environmental and lifestyle contribution to its current and longer-term society needs.

Responsibilities

  • Oversees the planning of all Asset-related maintenance activities, their alignment, and related material/ spares parts process to ensure effective preparation of all maintenance works
  • Maintains complete oversight of Asset health and condition in collaboration with the O&M Enterprise Asset Information System IT tool
  • Supports the Rail Corridor Access (RCA) application process ensuring its completion and submission in a timely and detailed manner; in order to obtain necessary RCA slots according to planned maintenance activity. Additionally, coordinates with other workstreams in order to create share Rail Corridor Access slots
  • Oversees daily staff working plan, recruitments and training Staff on job functions
  • Coordinates work of various O&M internal and contractor’s Maintenance workstreams to ensure alignment
  • Procure, facilitate and coordinate flagging services according to maintenance activity’s needs
  • Prevents the cancellation of all maintenance works and activities
  • Transfers inspection / repair / mitigation work calls into work orders ready to be carried out; arranging all necessary staffing, tools and spare parts supply around the planned works.
  • Prepares, aligns and commits the Make-or-Buy decision for upcoming major maintenance works
  • Develops and maintains the Fixed Asset Maintenance Plan and the Fixed Asset Management Plan
  • Acts in compliance with the technical Rulebooks and Guidelines (such as AREMA Standards, Transport Canada Regulations, national, provincial and local regulations)
  • Provides all required Asset-related information and analysis and manages inquiries from O&M-internal and external sources
  • Prepares and proposes long-term Asset health and condition evaluations, in order to provide accurate decisions for Asset renewal plans and mid-term / long-term investment strategy
  • Provides all required Asset-related bulletins and evaluations in order to ensure completeness of the frequently requested reports by the Contracting Authority
  • Prepares financial maintenance cost forecasts and Asset failure/ behaviour analysis in order to elaborate long-term budget-forecasts
  • Gain and maintain proper and detailed knowledge of related infrastructure on the GO rail network.
  • Supports the Senior Manager Fixed Asset Planning & Administration in other related tasks and activities

Qualifications

Qualifications:

  • Willingness to work in a complex project, providing new ideas and facilitating collaboration and cooperation between diverse stakeholders to deal with construction and complex engineering issues.
  • Demonstrable experience of managing / overseeing teams of maintenance staff (both self-perform and subcontract resources)
  • Possesses a valid driver’s license
  • Good knowledge of building science and knowledge of Railway legislation (e.g., Railway Safety Act, etc.) and Transport Canada Rules and Regulations
  • Sound understanding of railway operations & production, control, fleet and systems maintenance in a large, complex operating environment.
  • Sound understanding of construction methodology and process in a large, complex operating environment.
  • Thorough knowledge of change management principles including identifying significant variations, claims identification, narration, quantification and evaluation.
  • An appreciation of contractual obligations and liabilities, commercial and financial functions (i.e. project cash flow).
  • Direct experience with the tendering process, contract administration, budgetary cost value and reduction capability, procurement and subcontract administration, earned value management and related software tools.
  • Proven track record with claims management on major projects.
  • Experience with risk identification and management.
  • Experience in liaising with client, consortia subcontractor and consultant representatives.
  • Assessment and evaluation skills
  • Knowledge of the principles of accountability and risk management
  • Knowledge of project management principles and practices, including budget and schedule controls
  • Knowledge / experience in North American Railway operation process
  • Ability to work in outdoor, track environments
