About Our Opportunity
As Manager, Tax Administration Service (Deputy Tax Commissioner), you provide operational management and planning for the programs and services administered by the Provincial Tax Commission. This includes fuel, tobacco and vape products tax programs and Nova Scotia sales tax on private purchases of vehicles, boats and aircraft.

In this position, you play a critical role in protecting the revenue base and ensuring a level playing field for business while minimizing administrative burden. Overseeing the work of one Program Administration Officer (PAO3), you are also accountable to the Provincial Tax Commissioner for the administration of the legislation and related regulations of the Revenue Act & Sales Tax Act.

Primary Accountabilities

  • Administer, apply, and interpret related legislation and regulations.
  • Provide expert advice regarding any matter arising from the Tax Commission legislation and supporting regulations, policies, standards, and processes
  • Undertake multi-jurisdictional research and analysis on tax policy issues and coordinate the development and amendment of legislation and regulation within pre-defined timelines.
  • Cultivate and develop relationships with external and internal stakeholders.
  • Support the Tax Commissioner in operational planning, reporting, data analysis, and human resources planning and development.
  • Provide an ongoing review and implement improvements of the internal controls and fraud prevention for tax processing, tax rebates, tax refunds and tax exemptions.
  • Support the transformation and modernization of the roles and responsibilities of the Tax Commission, including identifying and implementing improvements to tax administration services.
  • Implement new technologies and report development on an on-going basis.
  • Organization and delivery of tax commission training events and update sessions
  • Overseeing the development and review of the detailed monthly Revenue Report, supporting trend reports and analysis.
  • Ensure web pages, bulletins and forms are up-to-date and client oriented.

Qualifications and Experience
To be successful in this role, you hold a bachelor’s degree in addition to substantial related Canadian tax administration experience.

In addition, you hold experience/skills in the following areas:

  • In-depth experience in interpreting and writing policy, legislation, and regulations
  • Demonstrated knowledge of tax administration policies and services
  • Demonstrated experience with Excel and Cognos (or equivalent) report development
  • Demonstrated ability to research, develop and analyze tax and statistical trending information
  • Experience in responding to internal and public inquiries on tax matters
  • In depth experience with internal control review and fraud risk prevention
  • Supervisory experience in coaching and/or performance management
  • Strong partnering and relationship building skills with internal and external stakeholders
  • Demonstrated ability to meet deadlines and providing responsive, timely client support
  • Excellent analytical skills
  • Excellent communication skills both verbal and written and experience with developing briefings and power point presentations.
  • Keen attention to detail
  • The ability to maintain the integrity and security of confidential and sensitive information

A legal background, Masters degree, experience in Canadian administrative law, and experience in commodity taxation would be considered assets.

Pay Grade: EC 12 Salary Range: $3,368.38 – $4,220.16 Bi-Weekly
