Join the Office of the Chief Information Officer Team, where we enable each employee to embrace strategic risks within established limits. In this role you will provide investigative expertise, under the functional guidance of the Manager, Security, to ensure CMHC appropriately meets its legal and moral obligations related to security breaches, fraud (criminal and otherwise), theft, program irregularities, employee misconduct or other inappropriate or criminal activity. Works closely with the Personnel Security Analysts to analyze security screening of Resolution of Doubt (ROD) files and conduct subject interviews, as well as with the Disclosure Officer to analyze files related to wrongdoing in the workplace.
Responsibilities:
- Conducting sensitive investigations into allegations of administrative irregularities, impropriety, wrongdoing, and mismanagement or other fraudulent activities against CMHC. Also conducting investigations into conflicts of interest, theft, security breaches (including IT), health and safety incidents, and other malfeasance throughout CMHC, as assigned by the Manager, Security.
- Performing a thorough analysis of facts, documents, financial data and other supporting evidence that is often of varying degrees of complexity and at times requiring substantial research.
- Developing exhaustive investigative plans, which include a review of the allegations and interviewee lists, a determination of applicable laws, policies or directives, as well as the identification of key stakeholders and/or potential victims.
- Conducting interviews, exploring additional avenues that may be put forward, reassessing investigative plans and conducting a final analysis of the evidence to support or refute the allegations.
- Providing verbal briefings to Senior Management on key facts, findings and recommendations, as required.
- Liaising regularly with police at the municipal, provincial and/or federal level. Providing them with comprehensive investigative files in pursuit of criminal charges and court proceedings on behalf of CMHC. Ensuring timely follow-ups with the police agency of jurisdiction in the files transferred for further action or assists in the conduct of one of their investigations, as directed by the Manager, Security.
Minimum Qualifications
- Post-secondary training in a related field such as law and security.
- Certification in investigative techniques, subject interviews, evidence and report writing.
- Minimum of five years of experience carrying out investigative techniques, specifically, investigative plans, interviews and comprehensive report writing.
- Experience in handling sensitive information and carrying out thorough investigations that may require the assistance of a variety of policing, legal or other internal/ external agencies.
- Strong familiarity with the Criminal Code, the Access to Information Act and Privacy Act, the Financial Administration Act, and police procedures and requirements.
- Strong oral and written communication skills, coupled with problem-solving skills and the ability to present complex information and findings to other investigative personnel and management.
- Bilingualism (French and English)
