POSITION SUMMARY: Under the general supervision of the Director, is responsible for the effective and efficient management of the billing system for provincial land tax, education tax, local roads board, and local service board billings, and related accounting and financial reporting requirements of the Revenue Division and the Ministry of Finance.

MAJOR RESPONSIBILITIES:

  • Participates with the Division Director in planning and implementing short- and long-range goals and objectives and ensuring quality service.
  • Develops, implements, and monitors policies and procedures, consistent with legislative requirements pertaining to Provincial Land Tax and Corporate objectives for the effective operation of the Section.
  • Assesses Section staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
  • Supervises Section staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, discipline, and termination decisions.
  • Responsible for the review, evaluation, development, and implementation of legislative changes pertaining to Provincial Land Tax and tax deferral and rebate programs.
  • Oversees preparation of financial statements and reports in compliance with provincial reporting standards.
  • Oversees accounting requirements for the Section.
  • Develops, implements, and monitors policies and procedures, consistent with legislative requirements, Ministry of Finance directives, and Corporate objectives for the effective operation of Provincial Land Tax Administration.
  • Responsible for the accurate and timely billing of provincial land taxes, ensuring compliance with legislative requirements.
  • Develops and maintains a respectful relationship with a high focus on customer service in ongoing relationship with provincial government.
  • Conducts research and prepares financial reports and analyses.
  • Liaises with federal and provincial government as well as municipal and provincial auditors relating to provincial land tax and financial information.
  • Assists the Manager with budget preparation and control.
  • Performs such other related duties as may be required.

QUALIFICATIONS:

Education/Experience:

  • Degree in business administration, commerce, or a related discipline; and
  • Professional accounting designation; and
  • Three to five years’ municipal tax experience;
  • Previous supervisory experience, preferably in a unionized environment.

Skills/Abilities:

  • Ability to communicate effectively and concisely, both orally and in writing;
  • Ability to establish and maintain effective working relations with the Province of Ontario, private and public officials, direct reports, co-workers, and the general public;
  • Strong leadership skills together with the ability to coordinate cross-functional management teams;
  • Ability to improve Sectional effectiveness and efficiency;
  • Basic skill level in word processing software and intermediate skill level in spreadsheet software;
  • Must be competent within the meaning of the Occupational Heath and Safety Act.

Assets:

  • Experience with Vailtech billing software;
  • Experience with SAP software;
  • Knowledge of the functions of provincial government and City departments.

CONDITION OF EMPLOYMENT:

  • May be required to travel to various work locations and provide own transportation
  • Must undergo a successful Criminal Record and Judicial Matters Check (CRJMC)
