A pool of qualified candidates will be established and used to staff GR-07 and GR-08 (equivalent of PE-03 and PE-04 in the Public Service) positions with both Agencies in the National Capital Region on an indeterminate and/or term basis, with various bilingual imperative profiles and security requirements.

As an advisor within the strategic team, the work you do to lead, develop and monitor programs directly supports the agencies and government of Canada people management priorities.

Job Summary

Stream 1 – Human Resources Advisor
As a member of the HR Division, you will provide strategic advice, information and professional services to HR management, practitioners, managers and employees. You will conduct research, develop comprehensive overviews of HR trends and best practices, monitor the results of implemented of HR plans, policies and programs.

Stream 2 – Senior Human Resources Advisor
As a member of the HR Division, you will lead the design, development and implementation of significant components or elements of HR integrated plans and HR management policies and programs for one or more HR disciplines. As the subject matter expert, you will also provide leadership to the HR team as well as senior management and provide professional advice, guidance and recommendations to Agencies(s).

Statement of Qualifications

Education

Stream 1 and Stream 2
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labor or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or an acceptable combination of education, experience or training relevant to the position.

Experience

Essential Qualifications

Stream 1 Only
Experience in contributing to the development, and implementation and monitoring of frameworks, strategies, policies and programs related to human resources management
Experience in leading or participating in projects
Experience in providing advice and recommendations to managers and employees.
Experience in researching and analyzing issues related to HR disciplines and programs.

Stream 2 Only
Experience in strategy, policy or program development, implementation and monitoring related to human resources management
Experience in conducting research from multiple sources, performing analyses and providing advice to senior management on human resources issues
Experience in cross-functional project management
Experience in developing and writing presentations, reports, written recommendations, or briefing notes to senior management
Experience in establishing and managing consultative and collaborative relationships and partnerships with internal stakeholders and other government organizations and Central Agencies.

Assets

Stream 1 and Stream 2
Experience in managing a performance management program and /or talent management program
Experience in the fields of employment equity, diversity and inclusion, accessibility and official languages
Experience in holding consultations or engagement sessions with internal and/or external stakeholders
Experience in coordinating or leading committees
Experience in providing HR services in Learning and Development
