The Ministry of Advanced Education and Skills Training (AEST) provides leadership and direction for post-secondary education and skills training systems in British Columbia as well as labour market information and programs.

The Workforce Development and Skills Training Division strives to enable all British Columbians to reach their full potential by advancing innovative workforce policies, programs and labour market information, including providing skills training opportunities across the province. Within the Division, the Workforce Development Programs and Accountability Branch is responsible for the design, development, implementation, delivery, performance management, and continuous improvement of a range of skills training programs and services under the Canada-BC Workforce Development Agreement (WDA).

The Program Reporting, Evaluation and User Support (PREUS) Unit is responsible for reporting WDA funded labour market program results to Employment and Social Development Canada (ESDC), AEST executive and other internal and external stakeholders. As such, and liaising with the Technology and Business Transformation Branch,PREUS is accountable for ensuring the ongoing design, implementation and maintenance of the program reporting system infrastructure. PREUS also collects and evaluates survey and qualitative data through system integrated surveys, interviews, storytelling and focus groups and is responsible for managing stakeholder and partner relations around evaluation and performance monitoring.

As a Performance Management Analyst, you will develop ministry-wide performance management plans to ensure business objectives align with government’s overall strategic direction. You will also manage and analyze program data to report on performance and achievement of program objectives, and provide advice and recommendations to senior staff and executive. You are able to work effectively in a team environment, while also independently managing projects and tasks. You are a skilled analytical thinker, an effective communicator, have excellent time management techniques, and thrive in a dynamic environment with evolving priorities.

Job Requirements:
In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Degree in business administration, public administration, statistics, social sciences, or equivalent and two years of related experience OR Diploma (in above-mentioned subjects) and four years of related experience OR six years of related experience.

Related experience must include:

  • Manipulating, analyzing, and interpreting large data sets using various applications (e.g. MS Access, SQL, Tableau, etc.), and drawing out and presenting salient information;
  • Planning and conducting statistical and/or economic analysis using various applications (e.g. SAS, R, SPSS, etc.);
  • Experience preparing and delivering reports and presentations for senior managers and executive, summarizing findings and providing recommendations and advice;
  • Experience with data management, including developing and managing data management documentation and procedures;
  • Experience creating performance management frameworks, policies, and procedures.
  • Experience planning and conducting quantitative and qualitative research to investigate research questions, produce findings and develop recommendations;
  • Experience conducting long-term planning.
