Reporting to the Deputy Director, Mental Health/Safety and Wellbeing (MH/SWB), and in collaboration with the Senior Advisor, MH/SWB, the successful candidate will act as a specialist in safe and supportive environments for recovery and moral support.

As an Advisor, Emergency Management — Safety and Wellbeing (SWB) you will:

Responsibility 1 — Support planning and development for the SWB sector and related mandates

  • Help develop annual objectives for the MH/SWB sector and its service offering.
  • Support the SWB strategic planning goals and activities.
  • Assist with developing and implementing national objectives, strategies, processes, tools, and documents for the SWB program to build and maintain SWB operational capacity in the provinces.
  • Develop, write, and update the SWB documentation and work tools for staff and volunteers, including the referrals list.
  • Support the implementation of and compliance with national standards and procedures for the SWB program, including minimum standards for child protection, gender, and diversity.
  • Provide advice and guidance to the MH/SWB Operations Manager and personnel in the field about safe environments, including protection.

Responsibility 2 — Support the recruitment and training of SWB volunteers

  • Help develop goals and strategies for recruiting and training SWB volunteers.
  • Support the recruitment and training of SWB volunteers to increase the operational capacity of the SWB volunteer team.

Responsibility 3 — Support the translation of the national MH/SWB documentation

  • In collaboration with the Deputy Director, MH/SWB and the national Mental Health and Psychosocial Services (MHPSS) team, set priorities for translating and revising the documentation.
  • As a content specialist, act as point person for the reviser to validate and confirm the translation of technical terms related to mental health and safe and supportive environments for recovery.

Responsibility 4 — Build and maintain relationships with internal stakeholders and partners

  • Build and maintain relationships and partnerships with internal and external stakeholders, as well as colleagues from the national team and other provinces.
  • Represent the CRC Quebec project team with partners, organizations, and on internal or national committees.

What we are looking for:

  • An undergraduate certificate or degree in psychosocial intervention or mental health; any other combination of related education and experience may be considered.
  • At least five years of relevant experience and at least one year of work experience in volunteer management.
  • Relevant and recognized experience in emergency preparedness (emergency relief services, emergency management, recovery).
  • Strong spoken and written communication skills (bilingual in English/French).
  • Proficiency with the MS Office suite.
  • A valid driver’s licence.
  • Experience leading a committee and working with Indigenous communities or in intercultural settings are assets.
  • Training in psychological first aid, violence prevention and protection, or psychosocial support in emergencies is an asset.

Working conditions

  • Outside of deployments, the successful candidate can work from home or at the Canadian Red Cross offices.
  • Travel within the community is part of the job duties. A valid driver’s licence is essential; travel between the sites involved in the current mandates can be expected.
  • Non-traditional work hours will be required to meet the needs of the volunteer teams, be available during emergency responses, and perform on-call duty.
  • You may be required to be on call, as scheduled.
  • The ability to work in demanding and sometimes ambiguous conditions is essential.
  • Field missions may take place in unstable and unpredictable environments where strict security regulations must be followed and access to basic services is limited. These environments may have physical and psychological impacts on employees.
  • This position requires a satisfactory criminal record check and vulnerable sector check.
  • Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground).
