Major Responsibilities:

  • Coordinates the preparation of documents and specifications including RFSQ’s, RFP’s and RFT’s for construction and associated contracts for capital works and operational projects.
  • Reviews documents related to City contracts prepared by outside consultants.
  • Conducts the review of tender documents and submissions to ensure conformance with City standards/requirements.
  • Provides capital cost accounting, conducts statistical analysis and research; evaluates and tracks tender item cost and financial reports for capital projects.
  • Liaise with Purchasing and Material Management Division; regarding the tendering, award and execution of contract documents.
  • Execute contract documents in accordance with Legal and Purchasing and Material Management Division Policies & Procedures
  • Coordinate all contract administration-related activities with the unit support staff and other divisional staff.
  • Prepare and process payments for contractors, consultants and cost recoveries.
  • Tracks and monitors all activities related to divisional purchase orders and purchase orders (track and close purchase orders, release of commitments etc.)
  • Tracking, filing and maintaining of contract documents for legal and audit purposes.

Key Qualifications:

Your application must describe your qualifications as they relate to:

  • Post-Secondary education in Administration, Accounting or an approved equivalent combination of education and experience.
  • Experience with contract administration support including preparation of RFSQ’s, RFPs, RFQs, RFTs, tenders, bid evaluations, contract awards and agreements.
  • Experience with complex procurement and financial systems i.e. SAP, SAP Ariba
  • Considerable experience with cost control including preparation and issuance of progress payments, project cost accounting, processing invoices and cost recoveries.
  • Experience preparing memos, letters and reports to internal and external stakeholders using MS Office Suite (i.e. Word, Excel).

You must also have:

  • Understanding of the Construction Act as it applies to this position.
  • Knowledge and ability to prepare reports, make accurate calculations and pay attention to detail.
  • Highly developed interpersonal skills with the ability to communicate at all organizational levels.
  • Well-developed written and oral communication skills.
  • Sound judgement in public and personal relations.
  • Ability to work effectively with colleagues, provincial officials, consultants, solicitors and other internal and external clients.
  • Ability to plan, prioritize, organize assignments and work with minimal supervision.
