The opportunity
Reporting to the Manager of Emergency Preparedness and Response, the Emergency Management Specialist is responsible for preparedness and response elements of the Emergency Management program across all TC Energy lines of business. The program contains elements of preparedness, response and compliance and supports gas pipelines and storage facilities, liquid pipelines and terminals, and several energy facilities.
While Bolton, ON is the preferred location for this role, consideration would also be given to alternative locations based on the candidate. Optional alternative locations that may be considered include: Toronto ON, Mascouche, QC, Les Cèdres, QC, and Magnog, QC.
What you’ll do
- Ensure TC Energy meets or exceeds all regulatory requirements and is positioned to effectively respond to emergencies
- Actively implement the Emergency Management program across TC Energy
- Enable the Emergency Preparedness and Response Training and Exercise Programs through attendance at field exercises, drills, and deployments and training events across the company’s base of operations
- Develop and maintain a network of EP&R consultants, contractors, and industry and agency organizations by working with external resources leads and supply chain to identify needs for supplemental support by third parties – ensure corresponding agreements are active and in accordance with resource strategies
- Guide, train, develop and advise employees and responders by conducting internal and external training requirements in accordance with the TC Energy strategy
- Liaise and collaborate with emergency response agencies at all levels of public service and government
- Actively participate in industry events, associations, and/or trade groups to influence and understand new legislation with potential impact to TC Energy
- Conduct and continuously improve process and document reviews to ensure emergency preparedness and response safety, effectiveness, and compliance
- When required, respond to incidents in the field and either coach or serve in a Command or General Staff Role in the corporate Incident Management Team
Minimum Qualifications
- Post-Secondary Degree in Emergency Management (or other applicable discipline such as Public Safety, Project Management, Environmental Science, etc.)
- 6 years of relevant experience in an emergency preparedness and response role in the public sector in Emergency Management, Fire Service, Law Enforcement, or Military OR in the private sector in the Petrochemical or power generation industry
- Experience and qualifications in a Command or General Staff Role on an Incident Management Team or on an Incident Command System managed significant incident over multiple operational periods
- Experience managing a project or program over the course of two or more years that required strategic planning, prioritizing, budgeting, supervision, detailed report writing, and problem solving
- Working knowledge of pipeline and oil/gas facility design
Preferred Qualifications
- French fluency highly preferred
- Experience in EP&R or Operations Management in the oil and/or gas pipeline industry, at a terminal facility, or power generation facility
- Incident Command System 100, 200, 300 (Incident Commander or Planning Section Chief role-specific training preferred)
- Manage diverse issues while away from a traditional office setting
- Ability to manage conflict and use tact and diplomacy
- Experience working closely with or in an emergency services agency
This position requires successful candidate to:
- Have and maintain a valid Driver’s License and provide a Driver’s Abstract for review
- Successfully complete a pre-employment medical, including drug and alcohol testing
- Possess or be eligible to receive a valid passport and maintain travel eligibility for Domestic, Cross Border, and International Travel
- Be available and open to travel 25-50% of the time based on needs of business
