Position Summary
Reporting to the Manager, Corporate Asset Management, the Project Manager will support the manager in the continued development and ongoing implementation of all facets of the City’s Asset Management Program as part of best business practices and to ensure continued compliance with legislated requirements.
Key Duties and Responsibilities
- Work with the Manager to continue to develop the City’s Corporate Asset Management Program;
- Work with the Manager to continue the ongoing implementation of the City’s Corporate Asset Management Program;
- Provide direct support to the Manager in updating the Asset Management Plan, staff reports and other external reports and other key related documents as necessary;
- Work on the continued implementation and ongoing regular updating of asset related data into the City’s Enterprise Asset Management System working collectively with the City’s staff and IT group;
- Maintain the infrastructure inventory and its associated attributes working collectively with the City’s staff and IT group;
- Establish current and proposed measures and targets for service levels and performance of City assets, including support processes to collect, input and track the information;
- Implement and support the ongoing implementation and continuous improvements of the City’s asset risk framework;
- Undertake analysis and assist the manager in developing strategies and associated investment needs to manage assets at the lowest lifecycle cost in consideration of risk;
- Develop financial strategies in partnership with Finance through the corporate budget process to ensure the long-term sustainability of City assets;
- Participate in the Capital Budget Process, including liaising with City-wide departments and Financial Service staff;
- Analyze, interpret and provide advice to the manager on best practices; project manage special projects that directly impact asset management functions;
- Investigate and work with the City’s IT staff and the Manager, Corporate Asset Management to implement tools and software that will allow for more advanced administration and analysis of the City’s assets and asset management processes as part of continuous improvements;
- Work on the ‘center of excellence’ for Corporate Asset Management;
- Coordinate implementation of any internal corporate asset management related policies, procedures and frameworks;
- Assist the Manager Corporate Asset Management on updating the City’s Strategic Asset Management Policy and other plans as necessary;
- Provide functional support for contract staff within the section, including day-to-day supervision; and
- Contribute to section work plans and budgets.
Education and Experience
- A university degree in Engineering, Science or a related discipline;
- A P. Eng. designation will be considered an asset;
- Minimum of five years of progressive professional experience working in the area(s) of asset management with demonstrated decision making responsibility in a diversified capacity;
- Certificate courses or designations in Asset Management are considered an asset;
- A strong understanding of the role of Geographic Information Systems (GIS) and other systems/data sources in Asset Management;
- Supervisory experience would be considered an asset; and
- Prior experience in municipal administration and financial forecasting methods are strong assets
Required Skills/Knowledge
- Familiarity with ISO 55000 and Ontario Regulation 588/17 is essential;
- Advanced abilities in all Microsoft Office Suite products, particularly Excel, is required;
- Experience with municipal infrastructure assets, condition assessments, their life expectancy, and rehabilitation options;
- Experience with asset operation and maintenance protocols;
- Familiarity with financial forecasting methods and corporate data management tools;
- Proven written and verbal communication skills through the development of reports and presentations;
