Job Summary:

To ensure quality standards of work are met, measured, recorded, and reported for all divisional projects. This includes policies and procedures, AODA, health & safety and other legislative compliance mandates. To conduct business process and internal controls review/ audits to develop recommendations and controls to identify and minimize reoccurrences.

Major Responsibilities:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Assists project teams in the design, implementation and utilization of performance measures for the division.
  • Creates, implements and maintains a compliance framework for the division to ensure that all Health & Safety (H&S) obligations are met and that accidents /incidents and Work Safety and Insurance Board (WSIB) claims are reduced. Integrates safety into all aspects of business practices to ensure clear accountability for safe and healthy work practices. Liaises with the HR Business Unit Health and Safety Consultants.
  • Ensures the quality of work and service meets corporate and divisional standards and that work is performed in compliance with all legislative regulations that apply, such as Accessibility for Ontarians with Disabilities Act (AODA), Workplace Hazardous Materials Information System (WHMIS), Ontario Building Code, Technical Standards and Safety Authority (TSSA)
  • Assists division in the development of briefing notes and reports for presentation to senior management, standing committees, partners, and Council for strategic decision making; prepares and submits correspondence to the Supervisor, Manager, Director, General Manager, various Council Committees and Board of Management.
  • Works collaboratively with partners/other divisions, in the form of planning modules or Service Level Agreements, to ensure a high level of service to residents.
  • Designs, implements, maintains and evaluates performance measures related to Health and Safety and WSIB. Monitors, records and recommends corrective actions/activities to support continuous improvement on trends. Reports performance measures and recommendations to senior management (GM and Directors) and the field (managers and supervisors) on a quarterly basis.
  • Participates in and provides expert direction in development, assessment and/or delivery of training resources that meet divisional needs.
  • Develops, implements and maintains reporting protocol for Ministry of Labour activities and corrective actions for purposes of reporting to the Senior Business & System Analyst and Occupational Health Safety Coordinating Committee.
  • Ensures proper maintenance of all required health and safety inspections and other related records through the development and updating of the divisional Health and Safety web site.
  • Validates client eligibility by contacting various sources, e.g. financial institutions, employers, landlords and other municipalities, thereby cross referencing information in accordance with Provincial legislation and corporate and divisional policies and procedures for recoveries over $5,000.
  • Prepares files for referral to Legal Services Division, Toronto Police Services and the Special Review Committee, including synopsis of case, evidence and witness statements. Attends meetings and gives verbal reports at Special Review Committee meetings.
  • Coordinates and prepares witness statements for court cases. Liaises with staff in the Legal Services Division and/or with Police.
  • Attends hearings and court cases and acts as the Division representative.
  • Summarizes outcomes from court cases and follows up on directives/recommendations and informs Divisional staff on same.
  • Promotes on- going partnership and dialogue with all applicable stakeholders to provide guidance and expertise.
  • Completes reviews and investigations, including investigations of alleged fraudulent activities involving both internal and external stakeholders including staff.
  • Conducts audits of application files and prepares reports based on analysis/review of information which may result in legal action, discipline of divisional staff or termination.
  • Deals with confidential and sensitive information regarding client/applicants, 3rd party providers, operations, assets and resources.
  • Identifies risks throughout the organization, developing, reporting and monitoring formats on risk management issues and developing methodologies for the assessment of risks throughout the organization.
  • Prepares reports for management, supporting recommendations on changes in business methods and processes including appropriate staffing levels, resource allocations, etc.
  • Participates as a member of a multidisciplinary team by researching, evaluating and providing input into the development and modification of policies and procedures related to divisional initiatives.

Key Qualifications: * Post-secondary education in a discipline pertinent to the job function, e.g. public or business administration, public sector auditing, risk management or an equivalent combination of education and experience.

  • Experience conducting business process review and analysis
  • Experience in auditing and or quality management systems preferably in a municipal environment.
  • Experience in performing financial reviews and assessments.
  • Experience conducting risk assessments and making recommendations for mitigation and treatment.
  • Knowledge of complaint handling and investigation methodologies. As well as knowledge of internal audit and risk management theories and methodologies.
  • Ability to thoroughly review client files for compliance to Provincial and City policies with particular attention to detail.
  • Knowledge of applicable Provincial Legislation and Municipal policies and procedures, including knowledge of both current and past policies and procedures related to the Facilities Management & Construction Project

Management industry * Well-developed computer skills including proficiency in the use of Microsoft Office applications, database and document management applications

  • Excellent interpersonal and customer service skills required to establish and maintain effective working relationships with clients, staff, solicitors, boards, community agencies and the public.

  • The ability to exercise discretion, sound judgment and maintain confidentiality.
  • Must possess and be able to maintain a valid Province of Ontario, Class “G” Driver’s License.
