LOCATION: The City of Brampton has implemented a gradual reintegration of staff into the workplace. Beginning on April 4, 2022, onsite work location of two (2) days a week will commence. Beginning on July 4, 2022, this will increase to three (3) days a week with expected full in-person reintegration occurring in September 2022. Once working onsite, you will report to the location of 8 Nelson Street West.
SALARY GRADE: 6
HIRING SALARY RANGE: $92,190.00 – $103,714.00 per annum
MAXIMUM OF SALARY RANGE: $115,237.00 per annum

AREA OF RESPONSIBILITY:
Reporting to the Manager, Special Projects & Administrative Services, this position is responsible for the supervision and leadership of the Administrative Services section of Recreation as well as provides support for strategic initiatives within Recreation particularly in the areas of finance, technology, customer service and administrative functions.
This position contributes to the planning and delivery of divisional programs, strategic projects and services impacting operational efficiency, the consistent attainment of quality standards and effective delivery of service plans.
Team Leadership
- Fosters a positive and productive teamwork environment by leading, building and motivating staff. Effectively communicates operational procedures, processes and divisional goals to front line team members.
- Incorporates and strengthens collaboration and cross-departmental teamwork.
- Encourages increased morale, innovation and productivity to meet business needs.
- Manages the day-to-day supervision including planning/scheduling, work distribution/follow-up, training/coaching and performance management. This includes Human Resources administration, selection of full-time and part-time staff, performance evaluations, progressive discipline and dismissal.
Customer Service
- Responsible for maintaining a work environment that is customer service focused.
- Oversees the timely and consistent processing of customer enquiries and transactions while ensuring excellent customer service.
- Responds to enquiries communicating information, explaining programs & policies, resolving programs and handling complaints.
- Manages escalated customer service issues. Minimizes risk by investigating and recommending resolution to management on sensitive, contentious, public impacting or political matters.
Continuous Improvement & Special Projects
- Provides input into the development and implementation of service standards, policies and procedures for the Recreation Division.
- Prepares various reports and presents recommendations to leadership team for approval.
- Regularly collaborates with departmental staff, Finance and other City departments to streamline work processes, improve controls and/or adherence to corporate and departmental policies and procedures.
- Provides project management expertise to lead, support and/or recommend solutions and changes in ways to meet key strategies, including the implementation of new technologies.
- Researches best practices and develops project plans for identified projects to ensure milestones and targets are achieved.
- Effectively applies project management principles and implements project strategies by researching, analyzing and evaluating existing methods, procedures and protocols to ensure project scope is achieved.
Financial Expertise
- Supervises the overall accounting and financial functions, including invoicing, collections, payment processing, refunds, analysis, reconciliation and reporting.
- Performs special studies, financial analysis, and prepares justification reports for new initiatives.
- Ensures proper system administration, integration and reconciliation between the registration software system and accounting system. Identifies and corrects for any variances.
- Supports the Manager by liaising with Finance and assisting with the development of the capital and current budget submissions as well as ongoing monitoring and reporting.
- Provides input to divisional budget based on analysis of trends and anticipation of emerging service needs.
- Provides support to division on general ledger, accounting and financial matters.
Administrative Services
- Supervises the preparation of the divisional payroll ensuring accuracy, timeliness and adherence to collective agreements.
- Ensures proper reconciliation and reporting for various remittances, e.g. music tariffs and liability insurance.
- Responsible for proper records management and PCI compliance.
- Oversees concessions operations including pricing reviews, reconciliation and reporting.
- Ensures effective vendor management and acts as a resource for the division in the procurement process.
- Follows up with field staff regarding accounting, payroll, cash handling, insurance and concessions issues.
- Supports administrative staff at various recreation locations and the Administration Line of Business team.
SELECTION CRITERIA:
EDUCATION:
- Post-secondary degree in Business Administration, Public Administration, Recreation Studies or related field;
REQUIRED EXPERIENCE:
- Minimum of 4 years’ experience in an administrative/financial/project management focused field;
- Minimum of 2 years’ supervisory experience, preferably in a municipal, unionized environment;
OTHER SKILLS AND ASSETS:
- Ability to supervise, coach, motivate, discipline and develop employees;
- Demonstrated experience providing administrative and financial support including payroll, accounting, cash handling and reconciliation experience;
- Exceptional communication skills, both verbal and written;
- Excellent customer service skills with the ability to establish positive working relationships within the division and organization;
- Project management skills and experience with the ability to manage multiple projects, demands and deadlines;
- Working knowledge of municipal policies, procedures and by-laws and applicable provincial/federal legislation and regulations (i.e. AODA, OHSA, Liquor Licence Act, etc.)
- Proficiency in MS Office essential, PeopleSoft and PerfectMind experience is an asset.
